SUMMARYOver the last decade, hundreds of payments for ecosystem services (PES) programmes have been initiated around the world, but evidence of their environmental benefits remains limited. In this study, two PES programmes operating in the municipality of Coatepec (Mexico) were evaluated to assess their effectiveness in protecting the region's endangered upland forests. Landsat satellite data were analysed to assess changes in forest cover before and after programme implementation using a difference-indifferences estimator. Additionally, surveys and interviews were conducted with local residents and a subset of PES programme participants to evaluate the programmes' social and environmental impacts, particularly the effect of the programmes on landowner behaviour. The remote-sensing data show that deforestation was substantially lower on properties receiving PES payments compared to properties not enrolled in the programmes, but the programmes did not prevent the net loss of forests within Coatepec. Moreover, the on-site interviews suggest that the payments may have had little impact on deforestation rates, and that other factors contributed to the conservation of forests in PES properties. These findings suggest that risk-targeted payments, robust monitoring and enforcement programmes, and additional conservation initiatives should be included in all PES schemes to ensure environmental effectiveness.
. 2017. Interactions between payments for hydrologic services, landowner decisions, and ecohydrological consequences: synergies and disconnection in the cloud forest zone of central Veracruz, Mexico. ABSTRACT. Payments for Hydrologic Services (PHS) programs are increasingly used as a policy tool to provide incentives for upstream landowners to adopt land use activities that favor sustainable provision of high-quality water to downstream areas. However, the effectiveness of PHS programs in achieving their objectives and the potential for unintended (often undesirable) consequences remain poorly understood. We integrate results from ecohydrological and socioeconomic research to explore the impact of Mexico's PHS program on the target hydrologic services and people's decisions, behavior, and knowledge regarding forest conservation and water. Using central Veracruz as our case study, we identify areas of both synchrony and disconnection between PHS goals and outcomes. Mature and regenerating cloud forests (targeted by PHS) were found to produce enhanced hydrologic services relative to areas converted to pasture, including reduced peak flows during large rain events and maintenance of dry-season base flows. However, unexpectedly, these hydrologic benefits from cloud forests were not necessarily greater than those from other vegetation types. Consequently, the location of forests in strategic watershed positions (e.g., where deforestation risk or hydrologic recharge are high) may be more critical than forest type in promoting hydrologic functions within watersheds and should be considered when targeting PHS payments. While our results suggest that participation in PHS improved the level of knowledge among watershed inhabitants about forest-water relationships, a mismatch existed between payment amounts and landowner opportunity costs, which may contribute to the modest success in targeting priority areas within watersheds. Combined, these findings underscore the complexity of factors that influence motivations for PHS participation and land use decisions and behavior, and the importance of integrating understanding of both ecohydrological and socioeconomic dynamics into PHS design and implementation. We conclude by identifying opportunities for improving the design of PHS programs and recommending priority areas for future research and monitoring, both in Mexico and globally.
The conservation of Earth's remaining intact forests (IFs) is a global priority, but improved understanding of the causes and solutions to IF loss is urgently needed to improve conservation efforts. This meta-analysis examines 207 case studies of IF loss occurring since 1970 to synthesize the drivers of IF loss and the proposed case-specific interventions. The goal of this study is to build a portfolio of conservation best practices for retaining IFs. The most frequently reported direct drivers of IF loss were logging, agriculture, ranching, and infrastructure expansion. Mining and fire were also prominent threats to IFs in selected areas. Indirect drivers of IF loss varied between continents, with high demographic pressures driving forest loss in Latin America, Asia, and Africa, contrasting with North America and Europe-Russia. Indirect economic and socio-political drivers were most frequently reported at the national scale for all continents studied, indicating a central role for national institutions in IF loss and conservation. Decisive sociopolitical factors underlying IF loss worldwide include political failures, institutional failures, and pro-development policies. A wide range of interventions were recommended in the case studies to conserve IFs. The proposed actions were most frequently within the forest, finance, and education and science sectors, and also emphasized inter-sectoral activities. Based on the results of this study, three core approaches to IF conservation that can be combined at the landscape scale are identified: protected areas, payments for ecosystem services, and agricultural reforms. Related enabling conditions include cooperative landscape management, effective enforcement, and political advocacy. The success of IF conservation efforts ultimately depends on sustained political support and the prioritization of high-value forest landscapes. Such efforts should mitigate socioeconomic pressures through policy mixes that are cross-sectoral and place-based. Key policy priorities for IF conservation include addressing the systemic failures of public institutions, increasing political support for IF conservation, and countering harmful development activities.
