A modern magyar rendészet megteremtésében meghatározónak bizonyultak a német rendészet, rendészettudomány megalkotói és műveik, amelyeknek hatásai a mai napig tetten érhetők. Magyarországon a modern rendészet kezdete Zsoldos Ignác (1838) és Karvasy Ágoston (1843) műveinek megjelenéséhez kötethető. Őket követték kortársaik Récsi Emil, Kautz Gyula és Pauler Tivadar. A rendészet, rendfenntartás végrehajtói és vezetői az ő munkáikból ismerhették meg elsőként magyarul a rendészet fogalmát, területeit, a rendőri tevékenységgel szemben támasztott követelményeket. A tanulmány a fenti tudósok rendészettel kapcsolatos írásainak főbb gondolatait mutatja be.
Cél: A tanulmány célja a nemzetközi rendőri együttműködés kezdeti folyamatának bemutatása, különös tekintettel az Európában és a magyar részvétellel lezajlott eseményekre.Módszertan: A publikáció több aspektusból közelíti meg a címben megjelölt témát. A korszak magyar rendőri folyóirataiban megjelent beszámolóinak és a rendészettudomány jeles kortárs képviselőinek tudósításait feldolgozva ismerteti a nemzetközi rendőri együttműködés 1869 és 1938 között zajlott eseményeit, majd ezeket összeveti azzal az értékeléssel, amelyet a témával foglalkozó 21. századi angol nyelvű tanulmányok fogalmaznak meg a korról. Végül részletezi a finn-magyar rendőri kooperáció történetét a II. világháborút megelőző időszakban, amely jól példázza az akkori magyar rendőrség baráti országokkal folytatott kétoldalú együttműködési törekvéseit.Megállapítások: Míg a korabeli beszámolók – érthető módon – az eseményekre és azok közvetlen okaira koncentrálnak, addig a 21. századi elemzések már – nagyobb rálátással – a nemzetközi együttműködést szükségessé és lehetővé tevő, illetve az annak kiteljesedését gátló szakmai, történelmi és politikai tényezőkre is rámutatnak.Érték: Valamennyi forrás megegyezik abban a – napjainkban is vitathatatlan – következtetésben, hogy a történelmi-technikai fejlődés egy bizonyos pontján a határokon átnyúló bűnözés globális megjelenése, az elkövetési módszerek megváltozása szükségszerűvé teszi a rendőrségek (a tapasztalat- és információcserét, a megfelelő szervezetek létrehozását is magában foglaló) nemzetközi együttműködésének megszervezését.
The study presents the geostrategic causes of Asian and African migration to Europe since 2015. Illustrated with maps and technical border protection data, it presents the Hungarian government's response measures and its effects, with particular regard to the Southeastern border region of the European Union and the Schengen border region. The study highlights the geostrategic significance of the global process affecting Europe.
A szerző átfogó áttekintést nyújt a rendészettudomány fejlődéséről és legfontosabb szereplőiről Magyarországon.
A magyar rendészeti jogtörténetben kiemelkedő jelentőséggel bír a mezei rendőrség, hiszen az első rendőrségi törvény a 1840. évi IX. törvénycikk volt a mezei rendőrségről. A későbbi, 1894. évi szabályozás értelmében minden községnek kötelessége volt a határainak őrizet céljából esküt tett mezőőrt alkalmazni, illetve minden 100 holdnál több földtulajdonnal rendelkező egyén, valamint zárt, bekerített hely tulajdonosa tarthatott mezőőrt. A mezei rendőrségek meghatározó jellege, és a mezőőrök általános jelleggel történő alkalmazása óta nagy utat járt be a jogintézmény. A 20. században tapasztalt háttérbe szorulás után az elmúlt a rendszerváltás után kezdenek újraéledni a mezei őrszolgálatok. Jelen tanulmányban az önkormányzat rendészet ezidáig nem kutatott ágát a mezei őrszolgálatok (mezőőrségek) működését tekintjük át.
