When asked by one of the editors of this special issue to consider submitting an essay on the significance to cultural criminology of a certain seventeenth-century Dutch painting that we had pointedly brought to his attention, one of us happily replied that we would attempt it. As likely authors, however, we soon began to mutter to ourselves that for our purposes, we were unable to distinguish with much satisfaction between cultural criminology, green criminology 1 and visual criminology. 2 We remain unable to do so. This seems not least because on numerous points and issues -power, inequality, spectacle, exclusion and suffering, for example -the chosen concepts and concerns of each of these evolving perspectives intersect with and blend into those of the other two. To the emerging perspective of what its exponents have recently dubbed a 'greencultural criminology' (Brisman & South, 2013), this essay seeks to add an exploratory historical case study of 'the visual': Life of a Hunter (c. 1647-1650) by the Dutch painter Paulus Potter. In keeping with the spirit of Brisman and South's consideration of 'the cultural significance of the environment' (2013: 130 [emphasis in original]), our aim here is to examine how, on occasion, the production and consumption of a certain image simultaneously manages to reflect the prevailing cultural standards of an era and to show the way to their erosion and possible transcendence. In approaching our task, we are also motivated by a shared interest in the current movement towards a nonspeciesist criminology. 3 (By 'nonspeciesism' we refer to and embrace what is surely one of the most daunting tasks facing criminology, namely, disengagement from the historical dominance of human interests over those of animals in discourses of abuse, cruelty and harm.)
One of the important themes in debating violence in the international political fora is 'violence against women', which is explicitly emphasized by The Convention of Istanbul. The Netherlands have ratified this convention but partially due to Dutch influence it was stated that although women do suffer more from violence, that does not mean that there are no male victims of violence and that the state and policy makers should provide for them too. As a consequence, Dutch government aims at 'gender neutrality' in their approaches to prevent and treat violence. This approach has dealt with some criticism, some wonder nowadays whether this focus on 'gender neutrality' has negative consequences for addressing the hardship that women have to deal with. In our contribution we will try to answer the previous question by looking into three examples: domestic violence, honourrelated violence, and prostitution & human trafficking policy, all in the Netherlands.
Migratie is een internationaal verschijnsel en van alle tijden. Naast binnenlandse migratie is er ook veel migratie over landsgrenzen. Waar West-Europa na de Tweede Wereldoorlog meer een emigratieregio dan een immigratieregio werd, draaide dat gaandeweg om. In Nederland vond de omslag plaats ten tijde van de economische groei eind jaren zestig. Het zou nog lang duren voordat Nederland zich een immigratieland voelde. Beleidsmatig kwam die erkenning pas eind jaren negentig van de vorige eeuw. PvdA-staatssecretaris Aad Kosto stelde begin jaren negentig vast dat Nederland een 'de facto immigratieland' was, 'maar het niet wilde zijn' (de Volkskrant 28 mei 2016). De acceptatie van en het geloof in een multi-etnische samenleving die gaandeweg leek toe te nemen, kreeg een sterke knauw rond de millenniumwisseling. Momenteel is het beeld verre van eenduidig. Enerzijds is de multi-etnische samenleving allang een feit, zeker in de grote steden, anderzijds is er een voortdurend ongemak over migratie en integratie en alles wat daarmee samenhangt, zowel in het politieke als in het bredere maatschappelijke debat (Van Tubergen, 2012). Migratie is daarmee een complex thema dat veel emoties oproept.De laatste jaren wordt onder andere door de sterke stijging van het aantal asielzoekers vaak gesproken van een migratiecrisis en is ook de link naar binnenlandse veiligheid steeds zichtbaarder. Een recent voorbeeld is de oproep van de burgemeester van Kampen voor een avondklok voor asielzoekers, nadat een ernstig zedendelict was gepleegd door een bewoner van een asielzoekerscentrum. De burgemeester verdedigde deze verregaande oproep met een verwijzing naar de veiligheid van omwonenden en die van de asielzoekers zelf (de Volkskrant 22 mei 2017). Een ander voorbeeld betreft de recente aandacht voor asielzoekers uit landen die op de lijst van veilige landen staan en berichten over hun mogelijke criminele betrokkenheid.
VeiligheidHistorisch gezien is het niet ongebruikelijk dat een verband wordt gelegd tussen migratie en veiligheid. Het afgelopen decennium is de associatie van migratie met (on)veiligheid, en zelfs nationale veiligheid, echter opmerkelijk toegenomen. Zo sterk zelfs dat migratie als normaal menselijk verschijnsel wel eens op de achtergrond lijkt te verdwijnen.
