O presente artigo faz uma análise sobre o fenômeno da fome enquanto traço socioeconômico na formação e imaginário do território do semiárido, e inserida no rol dos fatos que atentam contra os direitos humanos e fundamentais. Para a análise recorre-se a literatura didática, ficcional, e informações obtidas junto à Organização das Nações Unidas no tocante à alimentação e agricultura. Este recurso metodológico permitiu compreender como a fome e as condições de sua reprodução social se expressam diferentemente em territórios como Estados Unidos e África; e como a ausência de políticas públicas no semiárido brasileiro de combate à seca tornam-se fatores decisivos para sua reprodução territorial. Também delineamos aspectos ligados ao mercado e à construção do fenômeno em diversas bases, mostrando como a fome padeceu o semiárido e como continua padecendo em vários aspectos a região, apesar de já menos conflituosa com a abrangência da seca e, em decorrência disso, com a própria fome.
Este artigo tem a intenção de apresentar como são compostos os programas sociais e as políticas sociais na Alemanha, desde a sua criação até a evolução deles, fazendo uma correlação com o programa bolsa-família no Brasil. Trata-se de uma pesquisa exploratória, quanti-qualitativa, de análise bibliográfica e documental, bem como de método histórico. Iniciamos apresentando a temática e como está inserida na nossa pesquisa, seguimos explorando como são e como se formaram os programas sociais na Alemanha, desde sua base de sustentação até seus resultados, para em seguida tratarmos de traçar um paralelo entre o bolsa-família no Brasil e os programas sociais na Alemanha, apresentando conclusões de interesse da pesquisa aqui exposta. No artigo apresentamos a nossa consideração em relação aos efeitos benéficos dos programas sociais, além de reforçarmos que não se trata de um texto que tem a intenção de contra-argumentar, mas de esclarecer, através de dados e fatos, a importância da existência de programas desse tipo, seja em países centrais ou periféricos.
