As intervenções do homem na natureza, em particular no último século, com intensa utilização e degradação dos recursos ambientais, contribuíram para o surgimento da crise ambiental contemporânea; isto é, para as alterações no sistema climático terrestre. A teoria de que o aumento da temperatura da Terra teria ocorrência e causalidade somente natural perdeu força na medida em que a comunidade científica internacional, representada pelo Painel Intergovernamental sobre Mudanças Climáticas, passou a apresentar dados demonstrando que o aquecimento global não é um equívoco; o fenômeno está relacionado às atividades humanas combinadas com as variações naturais do sistema climático (IPCC, 2014). A discussão atual passa pela contribuição do homem neste processo, principalmente a partir do evento da revolução industrial seguido pelas inovações tecnológicas (Santos 1997, 2012; Leff 2007; Giddens, 2010). O 1º Relatório de Avaliação Nacional do Painel Brasileiro de Mudança Climática reitera os resultados do IPCC (2014), com dados mais detalhados sobre as mudanças do clima no Brasil, apontando que haverá mudanças nas próximas décadas em todas as regiões do país com aumento da temperatura média em torno de 1 ºC a 6 ºC até final do século XXI, em comparação à registrada no fim do século XX. A mudança climática gera riscos à toda humanidade, mas é na escala local que seus efeitos possuem maior magnitude, porque a população mundial está concentrada nas grandes aglomerações urbanas e, devido ao padrão característico da urbanização com intensa impermeabilização do solo, supressão da vegetação e ocupação das áreas vulneráveis. Este fenômeno é agravado nas grandes cidades dos países menos desenvolvidos, onde constatamos o aumento de pessoas em condições de extrema pobreza sobrevivendo em áreas de risco, como encostas e locais propensos a inundações. O objetivo deste trabalho é demonstrar que eventos extremos, provenientes das alterações climáticas, tem atingido a megalópole de São Paulo, notadamente as regiões periféricas e mais carentes da cidade. Por meio da análise de dados provenientes de duas estações meteorológicas localizadas no Município de São Paulo (Santana e Ipiranga) observamos que houve alterações no clima em São Paulo nas últimas décadas, como o aumento da temperatura, do número de dias com precipitação > que 30mm e 50mm, além da diminuição da umidade relativa do ar. Os resultados desta análise demonstraram que eventos extremos relacionados às alterações do clima, particularmente com chuvas volumosas e concentradas, tem ocorrido causando importantes riscos à sua população, sobretudo para àquela que apresenta maior vulnerabilidade. Seriam os riscos contemporâneos inerentes à sociedade de risco de que fala Beck e Giddens, diante dos quais o poder público é desafiado a implementar políticas públicas adequadas de médio e longo prazo.

Este trabalho apresenta a problemática relacionada às áreas contaminadas. Esta questão ambiental passou a ser de conhecimento público a partir da década de 1980, por meio do processo de desconcentração industrial verificado na mais densa área urbana do Brasil. Na primeira parte, será analisado como este fenômeno, somado a mudança do uso do solo urbano resultou no surgimento das áreas de risco, uma vez que as áreas contaminadas estão sendo utilizadas ou receberam novos usos, como residenciais ou serviços, sem que fossem realizados estudos ambientais específicos com posterior recuperação e/ou remediação. Com o objetivo de auxiliar no entendimento, abrangência e magnitude da questão, será apresentado um mapeamento, por distrito, das indústrias existentes na mancha urbana paulista; o qual expressa à distribuição dos riscos e perigos construídos ao longo de décadas no território do município de São Paulo. Na segunda parte, aborda-se como o poder público trata o tema; suas dificuldades e acertos. Por fim, estão as conclusões, que indicam que a aplicação efetiva da legislação específica para a gestão de áreas contaminadas, com a exigência da realização dos estudos ambientais, além da disponibilização das informações à sociedade, com aumento da visibilidade do problema, pode ser o caminho para solucioná-los, ainda que hoje a participação popular, incipiente nesse caso, seja fundamental nesse processo.
Em 2009, na dianteira dos governos estadual e federal, São Paulo promulgou a lei das mudanças climáticas, um passo importante e significativo para uma das maiores megalópoles do planeta que acumula todos os problemas socioambientais de uma expansão urbana agressiva e desordenada. A medida que a cidade se expande os índices de poluição hídrica e atmosférica aumentam, suas áreas verdes e os mananciais diminuem e as áreas de riscos são forjadas para ali acolher a população de renda mais baixa, que não suportam o preço da dita cidade legal. Questões ligadas ao trânsito, a mobilidade e a geração da energia avultam ainda mais os desafios a serem enfrentados pelo governo local. Tornar as cidades e os assentamentos humanos, inclusivos, seguros, resilientes e sustentáveis é o que preconiza a Nova Agenda Urbana da Organização das Nações Unidas (ONU) aprovada na Terceira Conferência das Nações Unidas sobre Moradia e Desenvolvimento Sustentável (Habitat III) em 2016. Este artigo pretende analisar as ações públicas locais, a partir de 2009, considerando o contexto das mudanças climáticas e os objetivos da ONU, em particular o que diz respeito a mitigação e adaptação às mudanças do clima, privilegiando o uso e ocupação do solo na cidade de São Paulo.
