RESUMENLa teoria M arxista lleva a los escritores sooieticoe a enfocar los problemas de poblaci6n en los paises menos desarrollados en termino« excesivamente simplistas: desde que la sobrepoblaci6n es causada por el capitalismo, la solucion obvia para el supuesto problema de poblaci6n es simplemente reemplazar el sistema capitalista por el comunismo. En contrate con esio el argumento mas frecuentemente escuchado en la Conferencia Mundial de Poblaci6n de 1965 aceptaba el problema de poblaci6n de los paises sub-desarrollados como real, al menos en el presente contexto, pero manteniendo que ese problema se resoloeria a traves del eurso natural de los acontecimientos por incrementos en el nivel de vida. Los tasas de natalidad de alguna manera declinan naturalmente a medida que un pais se transforma en mas industrial y mas urbano. Los programas de planeamiento familiar no pueden tener exito en las situaciones de ausencia de urbanizaci6n y creciente niveles de vida.El 23 de noviembre de 1965 el peri6dico intelectual Literaturnaya gazeta public6 el primero de usa serie de artieulos proponiendo una nueva interpretaci6n de los problemas de poblaci6n en los paises en desarrolo. Boris Urlanis puso en duda la presunci6n de varios escritores marxistas de que las tasas de natalidad disminuyen euando la proporci6n de la poblaci6n viviendo en areas urbanas aumenta. El sostuvo de que es posible de que el aumento de la poblaci6n viviendo en areas urbanas pueda traer con el tiempo bajas en las tasas de natalidad, pero que es esencial resolver el problema de poblaci6n inmediatamente. En las semanas y meses que siguieron, otros escritores sovieticos contribuyeron a ese dialogo algunos apoyando a Urlanis y otros sosteniendo una interpretaci6n mds tradicional del marxismo.El test real de la politica sovieticafueron tres reuniones internacionales realizadas durante 1966. En la mas importante de las tres, la Asamblea General de las Naciones Unidas, la Union Sovietica apoy6 la resolucion que da a la Secretaria General amplia autoridad en el campo de poblaci6n, afirmando que era muy satisfactorio que las Naciones Unidas hubieran finalmente aceptado el punto de vista eooietico de que el planeamiento familiar no era un sustituto para programas econ6micos y sociales y que cada estado debe formular sus propias politicas de poblaci6n.Estos acontecimientos indican que la Union Sovietica esta en el proceso de formular una nueva politica de poblaci6n. Sus acciones hasta la fecha sin embargo han sido cautelosas; pero no es de la naturaleza de los gobiernos haeer rapidoe cambios en politica, particularmente cuando la politica esta tan mezclada con la ideologia.
