Políticas públicas visam responder às demandas da sociedade por meio de ações do governo e entender como o dinamismo, relacionado à escolha e ao desenvolvimento, se configura. Pensar as políticas públicas de forma cíclica permite que as diferentes etapas sejam focos de análises individualizadas, e, ao mesmo tempo, integrativas, visto que, o formato indica constância e continuidade. Neste sentido a agenda, foco central de análise deste trabalho, pode apresentar questões que ascendem à própria formalização da agenda governamental. Sendo assim o objetivo deste artigo é analisar, no âmbito do Programa de Mestrado Profissional em Administração Pública (PROFIAP), sua inserção na agenda governamental a partir do Model Multiple Streams, de John Kingdon. Realizou-se uma pesquisa de cunho qualitativo, isto é, uma revisão bibliográfica e consulta documental, buscando reflexões relacionadas ao modelo teórico em questão. Os resultados demonstraram que a criação do PROFIAP pode ser compreendida por meio de alguns elementos presentes no modelo estudado, destacou-se como marco importante que a criação do referido programa de mestrado profissional está estreitamente ligada à qualificação dos servidores públicos no Brasil, como fruto da Reforma Gerencial. Outro fator revelado foi a criação, em 2009, da Universidade Aberta do Brasil (UAB), espaço favorável à elaboração de uma proposta do programa. Destaca-se ainda o papel crucial da Associação Nacional dos Dirigentes das Instituições Federais de Ensino Superior (ANDIFES) e, soma-se a esses fatores, o clima nacional propício para implantação de políticas públicas educacionais por meio do governo federal no contexto analisado.
