O objetivo desse artigo é apresentar, sucintamente, um panorama das diversas formas que a luta contra o monopólio da propriedade fundiária e por uma distribuição mais igualitária da terra no Brasil. A luta pela terra tem-se constituído na expressão mais evidente e permanente da luta de classes no país. Mesmo com o fim do modelo primário exportador e a intensificação da urbanização, a propriedade da terra continuou sendo um marco de poder econômico e político, permanecendo também como um instrumento de dominação de uma minoria sobre a maior parte da população.
Este artigo procura analisar os avanços e desafios da agricultura camponesa na região semi-árida da Paraíba, enquanto etapas da construção/consolidação de “Territórios de Esperança”. Ele parte da discussão sobre a concepção de espaço e território na busca da construção do conceito de “Território de Esperança”. Em seguida resgata o processo histórico de produção do espaço agrário do semi-árido paraibano e as mudanças recentes na sua organização, aborda a política fundiária do Estado, evidenciando os seus resultados através da criação de assentamentos rurais, no período de 1985 a 2005 e, por último, apresenta algumas estratégias de viabilização dos assentamentos e da agricultura camponesa em geral enquanto forma de consolidação dos “Territórios de Esperança”.
O modelo adotado pelo governo brasileiro para a implementação da política de reforma agrária tem, nos Projetos de Assentamentos, o seu elemento estruturador fundamental. Segundo o modelo, o INCRA deve garantir as condições infraestruturais básicas de modo a permitir a sustentabilidade do projeto, visando a sua emancipação. Nesse processo, a dimensão organizativa ocupa uma posição de destaque, uma vez que a estrutura de gestão implantada passa a ser a mediadora entre a comunidade dos assentados e a estrutura burocrática oficial. Na Paraíba, a organização dos assentamentos estrutura-se a partir da criação e em torno do desenvolvimento da “Associação dos Pequenos Produtores Rurais”. O funcionamento dessas associações tem comandado, efetivamente, todo o processo associativo nas áreas objeto de reforma agrária. Se, de um lado, elas têm propiciado a aglutinação e a coordenação dos esforços dos trabalhadores assentados, garantindo uma estrutura mínima para o encaminhamento dos problemas, de outro, têm disseminado algumas práticas que se não forem revistas podem colocar em risco a possibilidade de se destruir instâncias democráticas de auto-gestão. O objetivo dessas notas é tentar sistematizar algumas observações para subsidiar uma discussão mais aprofundada quer no interior dos assentamentos, quer no âmbito de entidades e organizações envolvidas com a luta dos trabalhadores pela conquista da terra e com o seu processo organizativo subseqüente. A reflexão aqui apresentada representa um esforço de estruturação da experiência vivenciada pelos autores em diversos momentos de suas vidas com a luta dos trabalhadores pela conquista da terra, assim como da experiência de entidades como a Comissão Pastoral da Terra (CPT) da Arquidiocese da Paraíba e da experiência recente com o Projeto Lumiar. Trata-se, portanto, de uma tentativa de dar forma a uma série de inquietações que têm surgido a partir do contato direto com a realidade dos assentamentos. É um esforço em sistematizar informações e observações colhidas no cotidiano, buscando repartir as inquietações e as buscas com outros atores intervenientes no processo de democratização da estrutura fundiária e de melhoria das condições de vida de parte da população rural brasileira. Busca-se desenvolver a reflexão em quatro momentos: a tradição cultural da população rural; as formas organizativas gestadas durante o processo de luta pela conquista da terra; as formas associativas sedimentadas após a aquisição da terra e; algumas proposições de encaminhamento, à guisa de conclusão.
ResumoO trabalho analisa as mudanças no espaço agrário decorrentes das novas formas assumidas pela dominação do capital no campo no século XXI e as resistências da classe trabalhadora a esse processo tomando como exemplo a realidade paraibana.
