A 2010-ben nagy parlamenti többséggel hatalomra került jobboldali kormány jelentős átalakításokat hajtott végre a magyar közoktatás területén. A gyors és sok esetben nem megfelelően előkészített, konszenzust nem élvező változtatásokkal párhuzamosan megszüntettek egyes olyan tanácskozótestületeket, amelyeket a rendszerváltás után hoztak létre az alap-és középfokú oktatás területén. A fenti átalakítások ismertetése után a tanulmány második része azokat a tanár-és diákmozgalmakat mutatja be, amelyek kifejezésre juttatták, hogy nem értenek egyet a változtatásokkal. A korábban már működött és újonnan létrejött szervezetekből és mozgalmakból olyan, az interneten alapuló hálózatok is alakultak, amelyek a tiltakozó akciók megszervezésén túl alternatív oktatáspolitikai koncepciók kialakítására is vállalkoztak. A különösen erőteljes 2016-os tiltakozómoz galmak a kormányzatot egy új fórum létrehozására késztették. Ennek munkájában azonban a testület összetételét és működésmódját kifogásoló szakszervezetek és új tiltakozó mozgalmak nem vesznek rész.Kulcsszavak: előkészítetlen reformok, tárgyalások hiánya, fórumok felszámolása és újjá-szervezése, tiltakozások, alternatív közpolitikák Th e right-wing government elected with a large majority in 2010 carried out deep changes in Hungarian public education. Many of changes were made quickly an d without appropriate preparation and consensus. Some consultative bodies in the fi eld of primary and secondary education which were set up after the systemic change found themselves dissolved. In the second part of the paper we present the various new teachers' and students' movements which express the discontent of those employed in the public education. More than demonstrations, some networks (based on the internet) put together complete counter-programme for educational policy. Th e particularly intensive protest movements of 2016 prompted the government to create a new forum, but the representatives of the unions and the new movements do not participate in its work because of the composition and mode of operation of this body.
This article discusses the dynamic interaction between global policy and knowledge flows and two post-communist education systems -Hungary and Romania -with special attention to the appropriation of post-bureaucratic regulation tools and the structural changes enhanced by the knowledge transmitted by the Programme for International Student Assessment (PISA) survey. First, through the lens of the socio-history of educational assessments, the varieties of state socialist education systems are detailed in order to contextualise the subsequent discussion about the entry of the two countries into the PISA survey and the national institutional changes generated by PISA. After the thematic comparison of the country case studies, the article concludes that the two cases do not allow the conceptualisation of a single post-socialist model of PISA reception, but, on the contrary, the international comparative framework of PISA offers an opportunity to critically interrogate the complex processes of convergence and divergence in the study of globalisation, and to elaborate a differentiated perspective on post-socialist education systems and governance strategies.

L’article étudie la naissance et l’arrière-plan d’un important mouvement enseignant né en Hongrie en 2016, réaction relativement tardive à la mise en place à partir de 2010 d’un nouveau système politique. Sous un régime de plus en plus autoritaire, le champ éducatif a été soumis à des réformes rapides et mal préparées allant de pair avec une recentralisation radicale de l’administration de l’éducation et des mesures qui ont remis en cause l’autonomie des enseignants. Malgré les intimidations, le nouveau mouvement a abouti à la plus importante grève enseignante des dernières décennies et à la création d’une instance de coordination qui a conçu à l’aide d’experts un projet alternatif de politique éducative. Les participants de la coordination souhaitaient avoir une concertation avec le ministère, mais celle-ci n’a pas eu lieu. Si le pouvoir a préféré accuser leurs organisations d’être à la solde du multimilliardaire d’origine hongroise György Soros, considéré comme l’ennemi public numéro 1, les enseignants ont tenté de résister aux nouvelles pratiques exigées, par exemple les manuels uniques. Le champ pédagogique, caractérisé depuis l’effondrement du communisme par la pluralité des acteurs et des prises de position, pourrait redevenir une sphère monolithique…
