History of democratisation in Egypt could
The definition of the Iranian political system which was structured after the 1979 Iranian Revolution has long been a matter of controversy among the political scientists. Although Iran is a selfdeclared Islamic Republic, scholars used or coined various terms such as democratic theocracy, oligarchic theocracy, and religious tyranny to define it. Iran has democratic institutions such as parliament and constitution, but the configuration of them does not make up a liberal democracy. This article analyzes Iranian political system by using the terms of comparative political science and seeks to define it. It examines major Iranian political institutions established after the 1979 Revolution and eventually concludes that the sui generis Iranian political system can be best defined with the term "mullocracy (government of the mullahs)" as the mullas hold the ultimate political power in the country.
Önce Tunus'ta başlayarak ardından hızla diğer Arap ülkelerine yayılan "Arap Baharı" adı verilen süreçte Ortadoğu ülkelerinde yaşanan sosyo-politik olayların doğası çeşitli sosyal bilim çalışmalarına konu olmuştur. Bu makale öncelikle iki filozofun (Aristoteles ve John Locke) ve iki politik düşünürün (Edmund Burke ve Alexis de Tocqueville) devrim teorilerini, ardından Marksist devrim çalışmaları okulu ve 20. yüzyıl devrim teorilerini inceleyerek, 25 Ocak 2011 Mısır devriminin hangi devrim teori ve analizleri ile en iyi şekilde anlaşılabileceğini araştırmaktadır. Makalede öncelikle adı geçen devrim teorileri karşılaştırmalı olarak kısaca incelenmiş ve ardından Mısır'da Ocak 2011 ve sonrasında yaşanan hadiseler bu teoriler ışığında anlamlandırılmaya çalışılmıştır. Karşılaştırmalı siyaset bilimi alanında bir çalışma olan makale aynı zamanda Mısır'da 2011 ve sonrasındaki hadiselerin devrim olarak tanımlanıp tanımlanamayacağı meselesini adı geçen devrim teorileri perspektifinden soruşturmaktadır. Makalenin ulaştığı temel sonuç 2011 Mısır devriminin en iyi şekilde 20. yüzyılda Jack A. Goldstone'un sultanî diktatörlüklerin devrilmelerine dair geliştirdiği analizler ve Timur Kuran'ın "kır yangınları" adını verdiği devrim teorisi ile anlaşılabileceğidir.
Türkiye'nin 2000'li yıllarının önemli kamu politikalarından birisi, belki de en önemlisi, Kürtlere ve Alevilere yönelik demokratikleşme politikasıdır. 2004'te gündeme gelen bu politika yaklaşık 10 yıl sürecek bir kamusal tartışmayı da beraberinde getirmiştir. Siyasetçiler, sivil toplum kuruluşları ve medyanın dâhil olduğu bu tartışma sonucunda yönetimdeki hükümetlerin aldığı kararlarla birlikte bazı politikalar yürürlüğe konulmuştur. Bu makalede, 2004-2015 yılları arası Kürt ve Alevilere yönelik demokratik açılım politikası bir kamu politikası olarak ele alınarak Ş. Aktürk'ün geliştirmiş olduğu etnisite rejimleri tasnifi ışığında, kurumsal analiz modeli ve süreç analizi (işlevsel analiz) modeli perspektifinden değerlendirilmektedir. Makalenin ulaştığı nihaî sonuç, bu kamu politikalarının Türkiye'yi anti-etnik rejimden çok-etnili rejime geçirecek derecede başarılı olduğu, ancak politikayı başlatan siyasî yönetimin ilk başta amaçladığı düzeyde başarılı olamadığı yönündedir.
Öz Yeni Sağ, klasik liberalizmin iktisadî yönü ile muhafazakar siyasetin bir araya gelmesi sonucu oluşmuş eklektik bir küresel siyasî harekete verilen isimdir. 20. yüzyılın son çeyreğinde ortaya çıkan Yeni Sağ hareketin, Samuel Huntington'un üçüncü demokrasi dalgası olarak isimlendirdiği siyasi olguya paralel bir gidişat izlemesi dikkat çekicidir. Bu makalede yaygın bir şekilde Yeni Sağ'ın Türkiye temsilcisi olarak görülen Turgut Özal'ın iktisadî ve siyasî politikaları ile demokratikleşme arasındaki ilişki incelenmektedir. Makalenin bulgularına göre Özal'ın siyasî programı, ekonomide liberalizasyon, bireysel hak ve hürriyetlerin güçlendirilmesi ve genişletilmesi, sosyopolitik yaşamda sivilleşme ve demilitarizasyon, kamu bürokrasisinde daralma ve devlet teşkilatlanmasında yerelleşme olmak üzere Türkiye'nin demokratikleşmesine çeşitli katkılarda bulunmuştur. Bu nedenle makale liberalizasyon politikaları nedeniyle Yeni Sağ ile demokratikleşme arasında doğru orantılı bir ilişki bulunduğuna çıkarımı ile son bulmaktadır. AbstractThe New Right is the name attributed to an eclectical governmental program that came into being by the combination of classical liberal economy and political conservatism. Originated in the late 20th century, the New Right seems to be related to a parallel political phenomenon that came to be dubbed by Samuel P. Huntington as "the third wave of democracy." This article examines the relationship between democratization in 1980s and the politico-economic policies of Turgut Özal who has commonly been deemed the Turkish represantative of the global New Right movement.
