La pandemia de 2020 ha vuelto a poner de relieve una serie de aspectos medulares del conflicto israelo-palestino. En Israel ha servido de pretexto para que se conformara un gobierno de unidad nacional capaz de hacer frente a la emergencia sanitaria. Sin embargo el acuerdo ha vuelto a excluir a la minoría palestina y abre la posibilidad de una nueva fase de anexiones territoriales en Cisjordania. En los territorios palestinos la emergencia se suma a la fragilidad estructural que supone la ocupación prolongada y la ausencia de un Estado palestino efectivo y soberano.
New Caledonia-Kanaky and Western Sahara have several features in common, beyond the fact that both geographical entities appear on the United Nations list of non-self-governing territories. However, each territory has followed a very different process in its search for a definitive status. Since the late 1980s, New Caledonia has been the site of a bilateral political negotiation process with France that recently reached a milestone: two referendums held on the future of the territory. In Western Sahara, where a Settlement Plan was promoted by the UN, no significant advances have been made in the last 20 years. For New Caledonia, the results of the most recent regional elections and the 2018 and 2020 referendums provide the data to do a critical reading of the strategy deployed by the French government to give the territory significant autonomy and a new development model based on natural resources; instead of achieving the expected objective of winning loyalties, the New Caledonian identity was affirmed and independentist sympathies strengthened. In Western Sahara, Morocco has deployed an autonomist rhetoric and a new model of economic development in the south, but nothing has effectively materialised. New Caledonia has shown that, instead of ensuring loyalties, allowing self-government and partial control over natural resources in a territory in the midst of a decolonisation process fuels independentist movements and broadens their base.
The popular demonstrations triggered by the so-called Arab Spring can be explained by a combination of the multiple reasons of political, social, cultural, and economic orders. But previous mobilizations become relevant as a precedent to the Arab Spring protests given their scope; in several countries in recent years, an unusual intensification of the protest was experienced. The massive character of the protests would not have been possible without the intervention of certain experienced actors that served as catalysts and facilitators of these dynamics. Regardless of their achievements and singularities, the 2011 demonstrations have to be regarded as part of a protest continuum, being the inheritors of previous resistance, and protest movements, as well as of preceding organizational experiences and constituting a turning point in collective action. Las movilizaciones populares que desencadenaron las llamadas “primaveras árabes“ se explican por la combinación de múltiples razones de orden político, social, cultural y económico. Pero las dimensiones adquiridas por las protestas ponen de relieve cómo éstas tenían antecedentes; en varios países en los últimos años se vivió una intensificacioacute;n inusitada de la contestación. El carácter masivo de las protestas no hubiera sido posible sin la intervención de determinados actores que contaban con experiencia y que lograron actuar como catalizadores y facilitadores de esta dinámica. Independientemente de sus logros y de sus singularidades nacionales, las manifestaciones del 2011 se inscribieron así en un continuum contestatario, siendo herederas de experiencias de resistencia, protesta y organización previas, y constituyeron un punto de inflexión en el proceso. Ce continuum se prolonge dans les transitions politiques en cour.
El Movimiento Nacional Palestino (MNP) del periodo de entreguerras es revisitado a la luz de una perspectiva comparada con los actores de su entorno y externos que, junto a las aportaciones de nuevos estudios, muestra sus debilidades y limitaciones estructurales para superar los desafíos coloniales a los que se enfrentó. Originado al unísono del nacionalismo árabe en los dominios otomanos en Oriente Próximo entre finales del siglo XIX y principios del XX, el MNP se enfrentó al reto material y existencial del proyecto colonial sionista avalado por Gran Bretaña, la potencia mandataria en Palestina. Sin consolidarse del todo, con una estructura fragmentada y un liderazgo débil, el MNP se opuso a dichos planes mediante una resistencia predominantemente pacífica durante cerca de dos décadas hasta la frustración de sus expectativas, con la gradual transformación demográfica y política de Palestina, que propició la radicalización de sus bases sociales y una de la más tempranas rebeliones anticoloniales del siglo XX. La represión y el desmantelamiento del MNP en 1939 dejó a la sociedad palestina exhausta y huérfana de un movimiento na- cional y dirección política en un momento crucial de su historia, cuando su territorio fue sometido a la partición.
