The paper provides an empirical analysis of the macroeconomic factors that enhance revenue gap in South Africa using the multivariate cointegration techniques for the period 1965 to 2012. The results from the cointegration analysis indicate that the revenue gap in South Africa is negatively associated with the level of imports while positively related to external debt and underground economy. The former finding is consistent with the notion that imports are subjected to more taxation than domestic activities because of certain features of international trade that tend to make tax evasion difficult. On the other hand, the positive relationship between external debt and tax gap shows that the South African government relies upon external debt to finance its budget deficit resulting from missing revenues. Furthermore, the observed negative effect of the post-apartheid dummy confirms that the tax policy reforms that South Africa introduced following the liberation in 1994 have led to a reduction in missing revenues. The results from the Granger causality test also show that there is a unidirectional causality running from imports and underground economy to revenue gap, while revenue gap on the other hand is found to Granger-cause national income and external debt in South Africa.
Negli ultimi anni è stata enfatizzata l'importanza della bioeconomia circolare al fine di accrescere la competitività delle imprese dei paesi membri dell'Unione Europea. Nell'ambito della bioeconomia circolare il settore forestale riveste un ruolo chiave con particolare riferimento alle potenzialità di produzione bioenergetica. Il principale obiettivo del presente studio è stato quello di analizzare la filiera forestalegno a livello locale (Monte Morello, Firenze) seguendo l'approccio della bioeconomia circolare. Lo studio è stato strutturato in due fasi: nella prima fase sono stati ricostruiti i flussi di materiali legnosi e le emissioni di anidride carbonica derivanti dal processo produttivo; nella seconda fase sono stati identificati e testati alcuni indicatori specifici per il settore forestale al fine di quantificare le 4R (Reduce, Reuse, Recycle, Recover) dell'economia circolare. Gli indicatori impiegati hanno preso in considerazione i seguenti aspetti: il miglioramento dell'efficienza dei processi produttivi; il riutilizzo e il tempo di vita dei prodotti legnosi; l'ottimizzazione degli assortimenti legnosi ritraibili; il recupero di energia dai prodotti legnosi a fine ciclo. I risultati del presente studio hanno messo in luce come i diradamenti eseguiti nella foresta di Monte Morello non siano riusciti ad ottimizzare gli assortimenti legnosi commercializzati, puntando unicamente sulla produzione di cippato. Questo fatto ha comportato un impatto negativo dal punto di vista economico e del tempo di vita dei prodotti. Viceversa, i risultati hanno evidenziato un bilancio favorevole per quanto riguarda le emissioni di anidride carbonica, soprattutto in riferimento a quelle evitate impiegando fonti rinnovabili anziché fonti fossili, e nella valorizzazione energetica di una parte del legno morto presente in grande quantità nella foresta.
