RESUMO:O objetivo das políticas de saúde é alcançar, a longo prazo, uma melhoria na qualidade de vida da população. Por meio da Atenção Primária à Saúde (APS) é possível perceber mais claramente a relação dessas políticas com o desenvolvimento humano. No entanto, a qualidade de vida pode ser influenciada por outros fatores, que não só os relacionados com a saúde. No Brasil existem programas voltados para alguns desses diferentes aspectos. Este estudo utiliza como principais bases teóricas as referentes à Administração Pública, Qualidade de Vida e Atenção Primária à Saúde, com o intuito de verificar quais fatores influenciam no desenvolvimento humano municipal e, por consequência, na qualidade de vida da população. Para tanto, neste trabalho, pretendeu-se utilizar técnicas estatísticas de regressão e cluster em 761 municípios de Minas Gerais. Dessa forma, foi possível mostrar que a qualidade de vida é influenciada por vários fatores socioeconômicos, trabalhados por diversos setores do governo, como a Secretaria do Desenvolvimento Social e Combate à Fome (MDS), Ministério das Cidades e outros. Isso sustenta os argumentos de que o foco das políticas públicas deve ser ampliado de forma que trabalhem os fatores positivos que influenciam a qualidade de vida e corrijam outros pontos que influenciem negativamente. Essa prática possibilitaria alertar gestores sobre a importância da atenção primária, como cuidado para se conhecer as características do município, a fim de que se possa desenvolver políticas e programas específicos, de modo que a gestão municipal possa proporcionar melhores condições para a qualidade de vida da população. Purpose: This article aims to analyze the production strategy of an industrial unit in the dairy sector, located in Uruguay. Methodology/Approach: Qualitative research is employed, using the single case study method. Data collection was performed based on document analysis and semi-structured interviews. The results were analyzed by content analysis. Findings: The predominant competitive priorities in the organization are differentiation, followed by quality. Such priorities are present in the organization's structural and infrastructural decisions, with a greater emphasis on infrastructural decisions, activities linked to the day-to-day production. Research Limitation/implication: The considerations and analyzes carried out refer to the researched case, and cannot, in principle, be generalized to other organizations. In addition, the interview carries the subjective content of the interviewee's individual beliefs and values. From this research, other works on production strategy can be carried out in other units of the organization, in other companies in the same sector or under other approaches. Originality/Value of paper: The investigation seeks to fill the theoretical gap on the production strategies adopted by organizations in the dairy sector. Insights are provided for managers, suppliers, and competitors in the sector, in order to boost and generate competitive advantages.
À luz dos principais modelos de administração pública, esse trabalho discute as mudanças ocorridas na saúde pública no Brasil de forma crítica. Pretendendo verificar como as mudanças nos paradigmas da gestão pública influenciaram as políticas públicas de saúde, tomando como referência a evolução dos modelos conceituais clássicos. Foi utilizada uma metodologia qualitativa fazendo uma digressão histórica sobre os modelos vigentes no Brasil e sobre o funcionamento do sistema de saúde. Percebe-se uma evolução na saúde de acordo com as alterações nos paradigmas principalmente relacionadas ao papel do Estado, que passa prestar serviços à população da forma mais eficiente e procura ao longo das reformas a participação da sociedade para melhorar essas políticas.
This study aims to describe the implementation of the Integrative and Complementary Health Practices (PICS) in the state of Rio Grande do Sul, located in the extreme south of Brazil. It uses the norms related to the National Policy of Integrative and Complementary Health Practices (PNPIC) and the State Policy of Integrative and Complementary Practices of Rio Grande do Sul (PEPIC / RS) in addition to other government documents and published papers reports on policies for describe this process that started in 2006 with the publication of the PNPIC. The main results include the standardization of twenty-nine PICS within the scope of Unified Health System (SUS) and the preparation of a manual for their implementation, in addition to the preparation of nine Technical Notes in Rio Grande do Sul as a way to encourage municipal managers to bid the PICS. There are still difficulties facing the dissemination and financing of these practices. I.
