El mercado petrolero es inestable e impredecible debido al impacto de los elementos politicos, militares, tecnologicos y climaticos. La nueva y estrecha relación con el mercado inanciero, en particular con los mercados a futuro, complica el panorama. Este articulo analiza el impacto de la especulacion bursatil sobre el precio del petroleo y la relacion con las variables estructurales en el periodo 2000-2017. Los resultados muestran que las variables financieras elevan la inestabilidad y atenuan la influencia de los factores de oferta y demanda.
El embargo petrolero de la OPEP de octubre 1973, originó la concepción de Seguridad Energética (SE), enfocada en garantizar la oferta económica de combustibles. Paulatinamente incluyó temas ambientales, de gobernanza y equidad e incrementó la complejidad del concepto, las políticas y los métodos de medición. Con un enfoque de economía política, este ensayo escruta esta trayectoria, selecciona las variables para construir tres índices de SE relacionados e independientes: Seguridad Petrolera (ISP), Diversidad Energética (ÍDE) y Transición Energética (ÍTE) y los aplica para el período 1980-2016, a Canadá, Estados Unidos y México, países con históricos vínculos sociales y económicos, incluida la energía. Los resultados señalan la centralidad del petróleo en la SE y las bondades de construir índices independientes para cada país y contexto considerados.
La discusión sobre la seguridad energética (SE) se ha centrado en el mercado petrolero, sin embargo, la inclusión de temas ambientales ha derivado en un análisis complejo sobre las estrategias a implementar para garantizar la SE, en especial, para los países de alto consumo de fósiles y pocas o nulas reservas de petróleo, como Estados Unidos. El documento propone tres índices —petrolero, diversificación y ambiental— para evaluar la SE de Estados Unidos entre 1980 y 2016. Se concluye que, de acuerdo con la visión actual de la SE, solo podrán lograrse mejoras en esta si hay un incremento en energías renovables, ya que el aumento en el consumo de fósiles (especialmente de gas) no permiten transitar a una visión holística de SE.
