Penelitian ini bertujuan untuk memberikan rekomendasi mengenai tingkat keketatan/fleksibilitas pengendalian budget yang diberlakukan pada pemerintah daerah, khususnya di Provinsi Bali, agar defisit atau surplus budget dapat dihindari dan kinerja budget meningkat. Data diperoleh melalui multiple methods, yaitu survey dengan kuesioner dan observasi dan verifikasi data arsip anggaran dan laporan realisasi anggaran serta data perekonomian makro dari Badan Pusat Statistik Provinsi Bali. Populasi adalah seluruh Pemerintah Kota dan Kabupaten di Provinsi Bali. Sampel ditentukan secara purposive, berdasarkan pemetaan wilayah Tipologi Klassen. Data diuji untuk mengestimasi model pengukuran dan model struktural, dengan Metode Partial Least Square (PLS), dan menguji efek interaksi dengan Regresi Ordinary Least Square (OLS). Hasil penelitian ini dapat digunakan untuk mengantisipasi terjadinya faktor kontinjensi berupa turbulensi budget dalam menjamin efektivitas budgeting, khususnya ketika turbulensi budget ini mempengaruhi hubungan antara pengendalian budget yang ketat dengan terjadinya penyimpangan budget. The text modality system is a set of views, judgments, and opinions of a tenor on the linguistic phenomena. The tenor's view of discourse lies in a core position called the modal arena and is reconciled with two polar namely positive and negative polar. There are three linguistic phenomena underlying the study of the modalities of the text of the presidential candidate debate, i.e empirical, practical, and theoretical phenomena. The objective of the study was to describe the text modality system of Indonesian presidential candidate debate on the period of 2014-2015. The theory used in this research namely the theory of Systemic Functional Linguistics (SFL) which was initiated by M.A.K Halliday (1985, 1991, 2004, 2014). The research approach is qualitative descriptive approach with the linguistic phenomenological paradigm. The types of data include words, phrases, clauses, a group of phrases, and text units. The data comes from the TDC audio recordings of stage I and II. The research instrument used text validation tables and contexts. Furthermore, the data collection stage used the method of documentation and observation along with some advanced techniques. Stage of data processing was done through classification, segmentation, and data codification. The analysis stage includes several stages, namely reduction, presentation, and verification. The results show that the PS has a tendency to use the probabilistic 'probable' modality, frequency 'usual', must 'mandatory' tendency to 'wish' with the subjectiveimplicit action orientation, while the JW tends to use the modulation of the probability type of 'certain', frequency 'always', must 'required', tendency 'fixed' with an objective-explicit action orientation.
The language variation of a tribe in Indonesia has directly reflected language diversity and accent in its speech community. However, inter-tribal language diversity does not mean that it does not have a language closeness relationship. Thus, in this study, the problems examined is the identification of the relation of the language of Sasak ethnic group and Samawa ethnic group. Accordingly, the purpose of this study is to describe the language kinship (similarity) of Sasak language and Samawa language. In addition, language kinship can create a sense of language solidarity in order to strengthen the unity among the various ethnic groups in Indonesia. The collected data was obtained by employing method consisting of an interview with its basic technique and derivatives, observation (based on Swades vocabulary), and documentation. Sources of data were obtained from speakers of Sasak language and Samawa language who were communicating. The collected data were analyzed by combination method namely descriptive qualitative and quantitative. This combination was employed to describe the research in systematic, categorized, patterned, and dialectometry. Data are presented formally and informally. In the end, this study discovers the relation or relativity of variations of the two ethnic languages that will strengthen the value of togetherness and tribal unity in Indonesia.
Ketaksaan pemadanan kata dan ungkapan asing dalam kebijakan politik bahasa ditunjukkan dalam PUPI dan KBBI edisi IV, seperti: 1) peraturan perubahan ejaan yang tidak mengatur ejaan ct→k dan hanya mengklaim ejaan k dari cc→k,ck→k, ch→k, dan c→k seperti pada kata abstrack, extrack, contrack, dan bentuk yang diatur dalam pembentukan ejaan hanya kata contrack, acclamation, check, dan cholera. Begitu juga dengan ejaan au→o tidak diatur, yang ditetapkan hanyalah ejaan au→au seperti pada kata automatic seharusnya automatis sesuai peraturan ejaan, tetapi dalam kbbi ditulis otomatis, 2) kerancuan pemaknaan imbuhan per- yang juga dapat bermakna sistem, seperti pada kosakata sistem perekonomian → perekonomian, sistem perpolitikan → perpolitikan, 3) tidak dapat memilah antara makna proses dan hasil dalam bahasa sumber, seperti erosion (proses dan hasil) →erosi/pengikisan (proses), seharusnya menjadi pengikisan (proses) dan kikisan (hasil) dan4) pemaknaan lema yang kerap dibolak-balikkan, seperti tolol→tulu, tulu→tolo, tolo bukan tolol, perempuan→wanita, wanita →peremuan dan pada kata sepatu, cangkul tidak mengacu pada atributEsensial sehingga dapat menyulitkan penutur memahami bahasa indonesia. Inilah alasan utama penulis mengangkat permasalahan kekaburan pemadanan atau pemaknaan lema. Sehubungan dengan itu, tulisan ini betujuan untuk mendeskri tentang kekaburan atau padanan kata (lema) dan ungkapan asing dalam bahasa indonesia. Kontribusi kajian tersebut diharapkan dapat memberi input bagi upaya penyempurnaan pupi dan KBBI edisi IV.
