The key problems of development of agrarian business were analyzed. Low dynamic potential of renewal of production process, lowering of employment in agricultural business, people abandoning rural localities, and inefficient system of agricultural pattern are mostly those problems. Authors established that among financial instruments intended to solve those problems are the system of budget program special purpose funding and bank credit products and they are the target to implement project decisions in the field of agribusiness. Agricultural credit cooperation will allow solving effectively the problems of small-scale agricultural industries and farming. The dynamics of the financial institutions within the specified field was analyzed and measures to activate the development of agricultural credit cooperation areadvised.
The essence and the key components of educational potential in a chosen territory are investigated. Theoretical basis and methodological approaches are to be used simultaneously to further assess educational potential in the territory; that gave us an opportunity to perform structural systematization of institutional, reproductive, and resource indicators which reflect educational potential’s components. This approach gives an opportunity to carry on comparative estimation of educational potential in a chosen area within the certain time frameworks and taking into account maximum number of parameters that show territorial differences and dynamics of the educational potential’s components. Impact of population density factors along with level and structure of development of a chosen territory on key institutional and reproductive indicators of educational potential in Russian macro-regions was evaluated. We present an argument for analysis of the dynamics of change of sectoral structure of regional economy under the influence of technological transformation is the basis for prediction of the key regional competencies as the basis for formation of qualitatively novel educational potential of a region that will correspond to modern technological paradigm.
Policy of sustainable growth that aims to foster wellbeing of the population and to develop competitiveness of the Russian economy should strive to achieving quality and quantity standards. The labor productivity index takes the strategic point in the system of analytical indicators of assessing the efficiency of economic activity of all economic entities, regardless of the level of hierarchy (enterprise, region, country). The analysis of conditions determining the influence of various factors on productivity growth in the Russian economy, both around the country and in the regions-subjects of the Russian Federation has been given. The main reasons for the decline of the labor productivity index have been identified as following: deindustrialization having a pronounced regional character; low level of organization of production, sales and innovation management; insufficient level of investment attractiveness of Russian companies along with the restricted access to external sources of financing; high cost of capital in the domestic financial market, limiting the potential for technological modernization and innovative growth. The dominating factors of productivity growth in conditions of innovative economy have been allocated: structural, technical and technological, organizational, managerial factors and the factor of developing innovative culture, which create cumulative effect of implementing the project approach to adoption of innovative decisions and innovations. The imperative of increased productivity growth has revealed the need to increase the welfare of the population as the main goal of economic development, which determines the development of a specific mechanism for its achievement as a priority direction of state economic policy. Investment and innovative components of the state policy generally determine labor productivity growth, transition to a new technological structure of the Russian economy and bridging gaps between Russia and developed countries.
