Changes that have taken place in recent years in production, sale, market circulation, quality of food consumption give relevance to the problem of assessing the society's food security, the country's food independence and forming a high – quality food market. For this reason the purpose of the study was to justify the need for changes in the principles and rules for assessing the country's food security. It is proposed that its definition took into account the quality of food, the volume of exports and imports, the indicator of the country's comparative advantage in external exchange. During the study, the reasons for veiling the food quality and its safety were revealed, non-objectivity of determining the state of food security was substantiated, the advantages of the new approach on more objective evaluation criteria are proved and basic indicators reflecting the qualitative advantages of the new methodology in assessing food security are proposed. The problem of food quality and its assessment exists and is worsening. The novelty achieved in the study process is the rationale for the need to take into account food quality indicators of all major types, calculate food security and independence, applying for this the proposed formula for indexing the comparative advantage. In today's economy, conditions have developed when it is necessary to assess the level of food security in the society more orderly and comprehensively. To do so, the criteria laid down by international organizations must be applied. High-quality food is noted to include not only organic products, but sparing mode products as well, that is products to produce which mineral fertilizers were used in compliance with all norms and rules. Producers must preserve and protect the environment. Many authors note that government structures should pay more attention to the formation and regulation of the high quality food market segment.
The relevance of the research topic is due to the problem of deterioration in the food quality market and the lack of high-quality products. The aim of the study was to deepen knowledge of food market and explore the reasons for deterioration of product quality; justification of institutional restrictions ensuring market growth is also considered. It was established that adverse changes in the external and internal competitive environment led to a sharp increase in prices of suppliers of manufactured goods without increasing purchase prices by retail chains. It was established that external changes led to an increase in prices of suppliers together with low purchase prices. This prompted to make a profit through worsening product quality. It is substantiated that there exist opportunities for the production of high-quality food. To limit the decommodification of food and create a market for high-quality products it is proposed to adopt a basic law on the food market. Legal acts are aimed at improving regulation of production, market circulation, environmental purity and genetic integrity. The novelty of the work relates to the fact that in the country with rich resources a new growth axis will be formed. This axis seems to be attractive for investment.
The relevance of the research topic is conditioned by the fact that domestic manufacturers do not always successfully adapt to new conditions, using discretionary changes in external environment factors in a situation of sanctional confrontation. The immediate situation encourages the transition from a raw-material based economy and rent income orientation to deep processing production using all the links of value generation. In these conditions, it is necessary to deepen the knowledge that contributes to the use of the current situation in the markets to mobilize domestic producers. In assessing the opportunities of using the new situation, a number of misconceptions have developed concerning the conditions of the competitive environment in the markets, which are simplified in nature. Pursuant thereto, the article is aimed at in-depth understanding the process of formation of factors contributing to the transition to deep processing production, identification and justification of opportunities for creating a competitive advantage by domestic producers in order to ensure full import substitution. Competitive conditions that have developed as a result of discretionary changes in the external environment are examined on a systematic basis, in causal relationships applying various types of analysis, which ensures identification of those changes in the competitive environment of industrial markets that create favorable opportunities for the transition to the production of goods of deep, high-tech processing. In general, the results of the study can be used in the process of developing and implementing a strategy for the development of basic and life-supporting sectors of the domestic economy in conditions of instable distant external environment and sanctional confrontation with foreign trade and economic competitors.
