The quality of higher education aimed at solving problems of the sustainable development in economy and society is considered in this article. The goal of the sustainable development is to ensure high quality level of life for the present day and future generations. Education plays a significant role in achievement of this goal. The task of education is to develop the comprehensive knowledge in all the elements of the sustainable development, such as: ecology, economy, social sphere, and the ways of their effective interaction. This article contains the results of the research in this area obtained by the scientists of the Management Department of the Ogarev Mordovia State University while preparing for the international conference "Lifelong Education for the Sustainable Development". The surveys conducted among schoolchildren, students, teachers, employers and the representatives of the state authorities in several regions of the Russian Federation (the Republic of Mordovia, the Novosibirsk, Tambov, Penza, Moscow regions) allowed studying the public opinion on the quality of higher education in Russia and its compliance with the modern and future needs of the economy and society, on the necessity of permanent education, defining the ways of the further development and improvement of higher education in Russia for the benefit of the sustainable development.
The purpose of this article is to identify the promising areas of digitalization in the work of industrial enterprises at the national and regional level. The study was conducted on the basis of industrial enterprises of the Republic of Mordovia using the methods of a systematic approach, comparative and strategic analysis, mathematical statistics, etc. As a result, we assessed the impact of the digital transformation of the economy on the development of industrial enterprises in Russia and the Republic of Mordovia, changes in the efficiency of enterprises associated with the expansion of the use IT, the degree of satisfaction of enterprises with the use of specific tools of information and communication technologies, etc. Spearman’s rank linear correlation demonstrates positive and negative effects of ICT using the industrial enterprises. The novelty and practical value of the obtained results consists in the fact that confirmed research hypotheses reflect both specific regional factors and systemic nationwide problems of digitalization of the Russian industry, automation of business process, allow us to outline the priority areas of digital transformation of business models not only of the studied enterprises industry of the region, but also the non-resource sector of the industry in general.
To ensure Russia's sustainable competitiveness, it is necessary to create an infrastructure that allows creating globally competitive technologies and products. The authors suggest that industrial clusters can drive the country’s sustainable economic and innovative development. The research methodology is based on the content of the concept of sustainable competitiveness and cluster theory. The study was carried out using the methods of regression analysis. The systematization of foreign and Russian researchers’ ideas contribute to the conclusion that the cluster approach for ensuring sustainable development and competitiveness in the digital era is regarded as absolutely reasonable. In order to test the hypothesis of the study using regression analysis, a model has been built to assess the dependence and influence of the number of clusters in Russia Federal Districts on the main indicators of economic innovative development of these territories. The regression models constructed by the authors demonstrate a clear dependence of region economic and innovative development indicators on the clustering level. The authors of the present research recognize that clustering should be considered one of the basic elements in the system of national and regional sustainable competitiveness.
The purpose of the article is, based on the analysis of global trends in the development of the world automotive industry, to identify the development problems of the Russian automotive industry, to formulate key aspects of improving the strategic management of the industry development. The COVID‑19 pandemic has demonstrated the vulnerability of globalized supply chains, accelerated the digital transformation of the economy, and the development of CASE (Connected, Autonomous, Shared & Services, Electric) technologies in the automotive industry. Russia lags far behind other countries in readiness to use such technologies. It is obvious that the global pandemic will lead to the emergence of different car markets, the Russian market by the world’s leading car manufacturers in the long term will be considered as a market for cars with gasoline and diesel engines. The global challenges caused by the COVID‑19 pandemic, the development of new technologies, the existing imbalance between production capacities and the demand for automotive equipment, a low level of localization of production, and low export potential of the Russian automotive industry actualize the issues of improving the strategic management of the industry development. The analysis of strategies and programs for the development of the automotive industry indicates a weak account of the economic potential and risks of the industry development, weak coordination of hierarchically related state, regional, cluster and corporate strategies and development programs. The paper proposes a hierarchical approach to the process of strategic planning for the development of the automotive industry, based on the principles of consistency and subordination of state programs, sectoral, regional, cluster and corporate strategic development plans, which allows balancing the interests of federal and regional governments and automotive corporations, resources and development projects. Coordination of strategic plans and programs for the development of the automotive industry consists in the coordination of: target indicators of strategies and programs of different hierarchical levels of management; activities and timing of programs; conditions for the provision of funds from the federal and regional budgets to finance programs; mechanisms for the implementation of strategies and programs. Given the global challenges, strategic documents at the national, sectoral and corporate levels should be focused not only on overcoming the consequences of economic crises, but also on ensuring sustainable development in the long term. Thus, it is advisable to talk about the formation of not just a strategy for the development of the automotive industry in Russia, but about strategies for the sustainable development of this industry and corporations within it, developed in accordance with national and international documents.
