La desigualdad urbana, y en concreto las áreas vulnerables, han sido un tópico de estudio desde el inicio de la disciplina sociológica con la Escuela de Chicago hasta la actualidad. El objetivo de este artículo es construir un índice sintético que permita situar a las áreas urbanas, en concreto los barrios, en un continuum respecto a su grado de vulnerabilidad considerando variables de carácter sociodemográfico, socio laboral y residencial. Para la elaboración de este índice se ha realizado un análisis factorial de componentes principales. Como novedad, este índice integral se compone de cuatro índices parciales que muestran de manera detallada el origen de la mencionada vulnerabilidad: vulnerabilidad social, vulnerabilidad laboral, vulnerabilidad residencial y vulnerabilidad demográfica. Así mismo, a diferencia de otros índices el ISVUI no utiliza los datos del Censo 2011, en su lugar, emplea los datos de la Estadística municipal de viviendas 2018 llevada a cabo por Eustat (Instituto Vasco de Estadística). Esto permite realizar un índice actualizado para los municipios vascos pero comparable con cualquier municipio del Estado gracias a que dicha base comparte variables censales. Con el fin de validar y mostrar su carácter descriptivo, este índice se ha aplicado a los barrios del municipio de Bilbao y comparado con estudios previos de la zona. Los resultados del índice muestran una vulnerabilidad multidimensional y muy polarizada. En el extremo más negativo se detectan barrios en los que tanto el índice general como los parciales dan muestra de una elevada vulnerabilidad. Beginning with the first studies of the Chicago School and until today, urban inequality, and more precisely the study of vulnerable areas, has been a topic of study of the sociological discipline. The objective of this article is to present a synthetic index that allows urban areas, specifically neighborhoods, to be placed on a continuum with respect to their degree of vulnerability considering variables of sociodemographic, socio-occupational and residential nature. This index has been developed through a factor analysis of principal components. As a novelty, this comprehensive index is made up of four partial indexes that show in detail the origin of the vulnerability: social vulnerability, employment vulnerability, residential vulnerability and demographic vulnerability. Likewise, unlike other indices, the ISVUI does not use the 2011 Census data; instead, it uses the data from the 2018 Municipal Housing Statistics carried out by Eustat (Basque Statistical Institute). This allows to build an index updated to study the state of the Basque municipalities but comparable nonetheless with any other town of Spain thanks to the fact that said base includes census variables. In order to validate and show its descriptive nature, this index has been applied to the neighborhoods of Bilbao and compared with previous studies of the area. The results show the existence of a highly polarized and multi-dimensional vulnerability. The neighborhoods located at the most negative end show both a high general and partial vulnerability.
RESUMENLa creciente tendencia al alza de personas tituladas superiores choca con las actuales dificultades del sistema productivo para incorporar e integrar todo este capital humano. Este desajuste llamado sobrecualificación se manifiesta con especial dureza entre el colectivo juvenil e inmigrante y se intensifica de forma notable en el caso de las mujeres inmigrantes de origen extranjero, que se encuentran con numerosos obstáculos para lograr un empleo acorde a su formación, generando un desajuste que va en aumento. Este artículo tiene como objetivo el análisis de la situación de la sobrecualificación de las mujeres inmigrantes de origen extranjero en el contexto vasco, así como ofrecer una serie de perfiles sociológicos que den cuenta de los factores que influyen en mayor o menor medida en este fenómeno.Palabras clave: Sobrecualificación; capital humano; mercado de trabajo; extranjeros; mujeres. Urban inequality, specifically in vulnerable areas, has been a study topic from the earliest days of sociology to the present. This study’s objective is to discuss the scope and limitation of the concept of urban vulnerability, whilst generating an index that detects urban vulnerability in all its dimensions. A factor analysis of the main components was conducted resulting in the formation of four partial indices related to the social class, gentrification, social and employment, and physical & architectural dimensions of urban vulnerability, whilst their sums conform an integrated vulnerability index. This index is applied to the city of Barcelona, allowing its neighbourhoods to be positioned on a vulnerability continuum. Despite being applied in this city, the integrated vulnerability index emerges with the purpose of being replicated to other urban spaces. The mapping of these results using geographic information systems suggests a robust index that allows early identification of problematics, while also providing clues for policy intervention.
RESUMENLas actitudes racistas, ya sean procedentes del colectivo mayoritario o dentro del propio colectivo minoritario, no surgen de manera espontánea. Como casi todo en el ámbito social, la formación de actitudes colectivas conlleva un proceso en el que dichas actitudes se manifiestan de diversas formas y en distintas intensidades.En dicho proceso, las instituciones juegan un papel fundamental en la formación de la opinión pública y por tanto en la cohesión social, pudiendo funcionar como un instrumento de contención o bien de difusión del racismo. La diferencia entre una posición u otra marca la diferencia entre un racismo débil y que no supera los límites discursivos y otro legitimado cuyas consecuencias para la convivencia y la propia seguridad de las personas pueden ser devastadores.En contraste con la teoría elaborada por Michel Wieviorka en su libro El espacio del racismo, trataremos de desentrañar los sucesos que comenzaron en noviembre de 2014 en la ciudad de Vitoria-Gasteiz tratando de identificar las diferentes fases descritas por el autor mediante el análisis de ocho grupos de discusión realizados en la capital vasca.
