The research aims to investigate the collective mobilization mechanism for the adoption of the Sub District Development Program. This style of analysis is contextual in concise terms of case studies. The technique of data collection consists of extensive interviews, observations, and documentation. The evaluation approach using the CIPP model (context, data, procedure, and product) and the Seven E definition (intend, inform, remove, communicate, enthuse, equip, and evaluate). The findings revealed that: (1) Implementing PPK on the context, data, method and product aspects of the program, implementing PPK on the technological aspects of its fiscal, and uncharged empowerment; (2) certainty of program form was not adequate and the software system is still operating ineffectively; (3) Implementation of Sub District Development Program in context Besides, the Sub District Development Program implementation in Poso had programs for reconciliation and post-conflict peacebuilding sponsored by the "Sintuwu Moroso" community, but not yet wholly added to the social capital and local awareness. The variable that inhibits PPK is the variable in deepening public trust and low assistance for target groups in local bureaucrats; 4) The application of the Seven-E empowerment concept has not been effective, institutionally it is necessary to apply the Seven-E empowerment concept to KDP, so that social transformation will take place mainly through education, mentoring and evaluation
Tujuan penelitian ini adalah menjawab pertanyaan tentang: 1)Bagaimanakah pembagian urusan antar susunan pemerintahan dalam urusan pertambangan di Kota Palu; 2) Bagaimanakah pengelolaan urusan pertambangan di Kota Palu; 3)Bagaimanakah konflik yang terjadi antara pemerintah, pengusaha dan masyarakat lingkar tambang dalam pengelolaan pertambangan di kota Palu; 4)Bagaimanakah alternatif penyelenggaraan urusan pertambangan yang efektif dan efisien.Penelitian ini menggunakan pendekatan kualitatif dengan maksud untuk mengkaji beberapa fenomena yang berhubungan dengan penyelenggaraan urusan pertambangan, konflik pertambangan dan alternatif pemecahannya. Teknik pengumpulan data dilakukan melalui wawancara, observasi dan dokumentasi.Hasil penelitian menujukkan bahwa: 1) Penyelenggaraan urusan pertambangan antar susunan pemerintahan terjadi tumpang tindih kewenangan, baik dari aspek politik maupun administrasi. Dalam penyelenggaraan urusan pertambangan di Poboya, aspek politik lebih dikedepankan ketimbang aspek administratif. Ini dibuktikan dengan dominannya pendekatan hilir (penyelesaian konflik tambang Poboya) yang dilakukan pemerintah kota, ketimbang pendekatan hulu (pembuatan kebijakan) yang memberikan kepastian terhadap pengelolaan tambang rakyat di Poboya; 2) Kurangnya peran serta stakeholders dalam proses perumusan kebijakan pertambangan, adanya permasalahan kelembagaan, serta lemahnya partisipasi masyarakat dalam perumusan program-program pertambangan; 3) Terkait kondisi ketidakpastian masyarakat maupun pengusaha dalam pengelolaan pertambangan. Masing-masing merasa berhak mengatur maupun mengeksploitasi areal pertambangan berdasarkan kewenangan yang dimilikinya atas wilayah pertambangan Poboya.Penelitian ini merekomendasikan perlunya penyelenggaraan urusan pertambangan yang mengacu pada pentingnya kejelasan pengaturan antar susunan pemerintahan. Dari aspek politik menitikberatkan pada perlunya perumusan melalui kerjasama, capaian kebijakan pertambangan sesuai kenyataan, penjaringan aspirasi dan pembuatan aturan. Sedangkan aspek administrasi menitikberatkan pada pelaksanaan program penertiban, koordinasi, penambangan yang baik dan ramah lingkungan,adanya regulasi yang jelas serta kerjasama antar aktor yang terlibat dalam penyelenggaraan urusan pertambangan di kota Palu.
This study aims to analyze the implementation of the Long Term Contraception Method (KB MKJP) in the City of Palu. The type of research used is descriptive with a qualitative approach by utilizing the post-positivism paradigm to see social phenomena that occur. Researchers determined the criteria for informants, namely program administrators, medical officers, and fertile age couples, including: 2 program administrators (BKKBN), 4 medical officers (Tadulako Hospital), 4 Fertile Age Couples (PUS). The results showed reliability with the aspect of timeliness, where the presence of medical personnel and program administrators was not according to what had been agreed or scheduled. Physical evidence with aspects of the facility, where the operating room is not yet available and does not meet the specified minimum requirements. Empathy with the information aspect, where the delivery of information related to KB MKJP in the form of risks and side effects is not conveyed to the PUS, while information in the form of Long-Term Contraceptive Method (MKJP) type of contraceptive methods, benefits, and benefits have been conveyed completely, clearly and easy to understand Fertile Age Couples (PUS). Empathy is seen from the information aspect that the information related to KB MKJP by program administrators and medical officers has been delivered completely and clearly. Responsiveness is not only seen by service providers, but can also be assessed through service recipients because in the selection of contraceptives there are still PUS who are not able to make appropriate decisions so that they require counseling or information delivery by program administrators.
One of the development priorities is the strategy of decentralization by granting the regions the fullest possible autonomy to administer and handle government affairs within the context of the Unitary State of the Republic of Indonesia, Today, many new models and principles of management have been used, especially in the business world, to be implemented in the education world later on. School-based management, where policy enforcement operates linearly from policy decisions, implementers and public policy results, is one of the models adopted. The application of the Van Meter and Van Horn Model Policy explains that many interrelated variables affect policy efficiency, one of which is the criteria and policy priorities / steps and policy targets that are the metrics used in this analysis, Technique used in this thesis is a qualitative research methodology with a system of descriptive analysis. The aims and priorities of the MBS program have received a favorable feedback from the education unit based on the study outcomes, but the reaction and level of public awareness have not been ideal. This is due to the lack of socialization in educational units, notably at junior high school level, where expectations and targets have been developed and the policy success can be assessed, although it can not be a certainty that the policy goals will be accomplished. If there is no engagement from authorities or individuals or groups of individuals who are responsible for enforcing public policy at the level of regional government.
