O artigo é parte da dissertação de mestrado do Programa de Pós-Graduação em Educação da Universidade Federal de Alagoas, que teve por objetivo analisar os motivos que levaram três escolas da 6ª Coordenadoria Regional de Educação pertencente à Secretaria de Estado da Educação de Alagoas a submeterem-se à indicação de professores para o provimento da função de gestor escolar dentro de um processo de gestão democrática implantado na rede pública estadual de ensino desde 1999. O recorte temporal em que se baseou a pesquisa foi a eleição para gestor escolar no ano de 2013. Usou-se o método quantitativo qualitativo, com entrevistas semiestruturadas como instrumento de coleta de dados. Partindo do entendimento de que a gestão democrática é um processo de participação consciente dos sujeitos para que a democracia seja de fato exercitada em âmbito escolar, a pesquisa buscou em diversos autores como Paro (2001; 2003), Dourado (1990; 1998), Lück (2005), dentre outros, contextualizar a gestão democrática dentro do processo de redemocratização do país e apontar elementos como interesses pessoais, legislação defasada, más condições de trabalho dos professores da rede estadual de educação, para compreensão do fenômeno da indicação que acontece no Estado de Alagoas. O texto apresenta discussões sobre os modelos de gestãoescolar instaurados no período pós – LDB, de 1996 e suas implicaçõespara o cenário educacional. As reflexões possibilitaram compreenderque a gestão escolar democrática está em segundo plano nas práticaseducativas, em detrimento da gestão gerencialista apresentadanas políticas educacionais, preconizada pelos organismos multilateraise confirmada pelo Estado avaliador.
O objetivo deste artigo é apresentar reflexões sobre a gestão gerencial na educação básica por meio do PDDE, sendo este um programa que proporciona mudanças na gestão escolar. A metodologia desenvolvida na pesquisa foi a abordagem quanti-qualitativa, tendo como campo empírico uma escola da rede pública de Maceió no Estado de Alagoas. A técnica de coleta de dados aconteceu por meio de entrevistas semiestruturada e foi realizada análise de conteúdo dos depoimentos dos sujeitos da pesquisa. Como resultados, foi possível apontar: a) a responsabilização dos participantes da escola para consolidação de recursos financeiros a fim de desenvolver atividades extras no âmbito escolar, especialmente, nas datas comemorativas; b) a escola constrói diversas estratégias para angariar recursos, tendo os profissionais e os pais como agentes que contribuem para essa ação; c) a descentralização, a participação e a autonomia defendidas nas normatizações, configuram-se em princípios do gerencialismo; d) os gestores têm a responsabilidade de atrair a comunidade local e escolar para serem parceiros da instituição pública como sujeitos que devem se responsabilizar pela oferta de uma educação de boa qualidade; e e) o Estado desconcentra suas responsabilidades para a escola pública, confirmando o Estado mínimo, defendido no contexto da reforma na década de 1990.
Partindo-se da verificabilidade de que a formação propagada pelos cursos de Direito não favorecem uma preparação humanística sólida, já que seus currículos estão ainda muito arraigados aos ideais conservadores do positivismo clássico, objetivou-se no estudo em comento realizar uma análise em torno de como os currículos se originaram, buscando, para respaldar a análise, estabelecer como ponto de partida a tradição romana e sua arqueologia do saber jurídico, para, em seguida, adentrar nas reflexões em torno da ciência e da técnica na modernidade, desnudando aspectos valiosos a fim de se (re)pensar uma pauta humanista nessa seara. Como opção teórico-metodológica, adotou-se a abordagem de natureza qualitativa, com ênfase na revisão de literatura. Assim, após todas as questões apresentadas e, tomando por base pensadores como Paulo Freire, Walter Benjamin, Hannah Arendt, John Rawls, Jürgen Habermas, dentre outros, ficou evidente a necessidade concreta de um modelo de educação jurídica que possa romper com a configuração socioeducacional atual e que seja capaz de assegurar a junção equilibrada entre o Humanismo, a Ciência, a Técnica, as Artes e, sobretudo, que seja apto a minimizar os flagelos ainda gritantes na segunda década deste século.
ResumoEste texto tem como propósito discorrer sobre a questão da Formação de Professores e o Curso de Pedagogia como espaço de contribuição para a formação/qualificação dos docentes que atuam na educação brasileira, de modo particular, considerando as especificidades da escola pública. Neste sentido, partimos do pressuposto de que os dispositivos legais e as políticas públicas direcionadas para a formação de professores constituem um primeiro instrumento para a efetivação do trabalho docente, embora reconheçamos que há muito ainda o que fazer para a conquista de melhores condições de trabalho e de valorização dos professores. No entanto, ações foram efetivadas com intenção de valorizar o docente e o cotidiano da sala de aula. Dentre essas ações destacamos a Lei de Diretrizes e Bases da Educação Nacional (Lei nº. 9.394/96) e a aprovação do Piso Salarial Profissional Nacional para os profissionais do magistério público da educação básica (Lei nº 11.738/2008), que podem contribuir para rever/repensar as condições do trabalho docente. Ademais, é preciso repensar a Formação do Pedagogo e as condições de trabalho, no sentido de que este profissional possa atuar na dimensão da escola/educação includente que contemple a diversidade de culturas e dos sujeitos inseridos na sociedade. TEACHERS' EDUCATION AND THE PEDAGOGY COURSE AbstractThis texts aims to discuss teachers' education and the Pedagogy course as space that contributes to teachers education that act in the Brazilian educational system, in a particular manner, regarding to the specificities of public schools. In this sense, we assume that legal issues and public policies directed to teachers' education constitute the first instrument for a teacher to effectively work, although we admit that there are still some efforts needed to improve work conditions and the valorization of teachers. However, some actions were addressed to value the teacher and its daily work in classrooms. Among these actions, it is possible to highlight the Lei de Diretrizes e Bases da Educação Nacional -Law nº. 9.394/96 and the approval of a minimum remuneration (Law nº 11.738/2008) for basic education teachers, that contributes for working conditions to be reviewed for teachers. Besides, it is necessary to rethink how to educate a pedagogue and how to enhance its work conditions, so that this professional can act in the inclusive dimension school/education, contemplating culture diversity and the diversity of the actors inserted in society.
