Today, social work professions are recognized all over the world, and Ukraine is no exception. On the one hand, the process of recognizing the need for specialists capable of providing various social and social and pedagogical services in various spheres of life has begun not so long ago, and on the other hand, it is the positive trend and active organizational transformations of the educational and social sectors of public administration that lead to the modernization of the system.
The article highlights the interrelationship of financing the activities of a higher educational institution during political, military, economic or socio-cultural crises and the possible ways of optimizing the socio-economic sphere of management, which will allow, despite various crises, to continue working and have stable financial and economic indicators. Within the framework of the study, the interpretation of the definitions "socio-economic development", "educational management", "crisis phenomenon", "digital educational environment" was analysed, and it was established that the managerial activity of a head of a higher educational institution can be divided into five elements. The author determined that for socio-economic development in the conditions of crisis phenomena of the institution of higher education, it is necessary to intensify the provision of additional paid services in order to obtain additional profit, to introduce secondary processing of raw materials, administrative processes of economic management in the digital educational environment of the educational institution, to improve the organizational management of individual areas of activity, attract investments for development of the university space, make changes to the accounting policy, rationally use resources and bring objects into compliance with European infrastructure security conditions.
The standardization of higher education as a scientific and pedagogical issue is theoretically justified in the article. It has been established that the basis for the development of higher education standards and their adaptation, taking into account the European experience, are legislative acts that ensure the functioning of the sector of higher education in Ukraine, didactic materials and scientific intelligence on the subject of the phenomenon under study. The idea of the relationship between the quality of educational services in the system of higher education of Ukraine and the acceleration of educational reforms is highlighted. The theoretical and terminological aspect of the standardization of higher education was analysed, and the issue of replacing basic educational concepts was identified, which as a result leads to misunderstanding of the processes both in the education system and in its individual branches. Possible directions (globalization, Europeanization and intercultural one) of the educational policy of Ukraine for the development of higher education standards and their specifics are revealed. It was determined that the standardization of higher education and ensuring its quality takes place in the conditions of a liberal model of educational policy, which simultaneously strengthens the ideas of academic freedom and social responsibility of educational institutions. Therefore, the state educational policy of Ukraine sees the standardization of higher education as a tool for socio-cultural and economic growth.
Abstract. Elaboration and implementation of investment programs for the development of modern universities, cooperation with the business sector, public investment aimed at modernization of the educational environment, implementation of grants, etc. can now be considered as structural components of investment activities of higher education institutions in the context of strategic planning. Therefore, the process of active reform of the educational sector of Ukraine and its integration into the European educational space require a review of approaches, methods and forms of management of education and educational institutions, in particular on investment policy. The purpose of the study is to analyse and summarize the legislative aspects of introduction of the investment programs for the development of higher education institutions as an element of state educational policy. The subject of the study is the regulatory framework for investment activities of higher education institutions in Ukraine in the implementation of investment programs for their development as an element of state educational policy. The following research methods were used: terminological analysis (definition of the conceptual apparatus of the research), systematization of normative legal acts (study of normative provision and state of the researched problem), classification method (ranging of normative legal acts by branches of human activity). The practical importance of the study is in description of the current state of regulatory and legal support of Ukraine's investment policy in higher education. As a result of the study, we concluded that the investment activity of higher education institutions is determined by laws and subsidiary laws that regulate general aspects of Ukraine's investment policy at the state level and insufficiently regulate the development of investment opportunities at the institutional level. There is no concept of investment and investment activity in the regulations in the field of higher education at all. However, at the present stage of development of the studied branch it is important to specify the provisions of regulations and scientific concepts of Ukrainian investment policy for higher education. Thus, the analysis of regulations on investment activities of higher education institutions and the search for weaknesses in them will help improve the current legislation of Ukraine, identify priority areas for investment in education at the institutional level and consolidate investment opportunities of higher education institutions.
