Violence against children is included in the highest cases of human rights violations during the Covid-19 pandemic. It will affect and has affected the lives of children throughout the world, especially in Indonesia. Children are a vulnerable group who need special protection during this pandemic because, during the pandemic, cases of violence against children are now shifting from the home. Indonesia has ratified the United Nations Convention On The Rights Of The Child (UNCRC 1989) through Presidential Decree Number 36 of 1990, in which the formation of national legislation, Indonesia must use the same principles based on the convention. The actualization of national law has been repeatedly launched to eliminate violence against children in Indonesia. The problem formulation of this research is how to eliminate violence against children in Indonesia during the Covid-19 pandemic based on the United Nations Convention On The Rights Of The Child (UNCRC 1989). The purpose of this study was to determine the extent of the state's responsibility in realizing the elimination of violence against children during the Covid-19 pandemic based on the 1989 UNCRC. This research is an empirical descriptive study. The study results show that the 1989 UNCRC has been implemented into Law Number 35 of 2014 as a form of state obligations and responsibilities. In this case, efforts to protect, recover, prevent, and eliminate violence against children in Indonesia, especially in Makassar, have not been appropriately fulfilled and are ineffective yet. This is evident from the lack of legal counseling, and the provision of legal assistance for child victims of violence has not been optimal. Hence, many children still do not get their right to feel safe and protected during the Covid-19 pandemic. It is the responsibility of all stakeholders to increase productivity, human resources, and implementation of the 1989 UNCRC to realize the elimination of child violence in Indonesia.
Freedom of religion and belief is one form of human rights that cannot be revoked (non derogable rights). It is protected and guaranteed in various instruments both internationally and nationally, such as Article 18 of the Universal Declaration of Human Rights 1948, Article 19 of the International Covenant on Civil and Political Rights 1966, Article 29 (2) of the 1945 Constitution of the Republic of Indonesia guarantee and Law of the Republic of Indonesia Number 39 Year 1999 on Human Rights. One problem that arises in this context is the frequent occurrence of human rights violations in this field. How safeguards can be carried out in the context of the state and in community involvement.
Strategi dan kebijakan pembangunan kepemudaan di Kabupaten Luwu Utara adalah mendorong dan mendukung pelaksanaan kegiatan-kegiatan kepemudaan yang bersifat positif, mengadakan sosialisasi untuk meningkatkan kesadaran masyarakat terhadap permasalahan yang dihadapi oleh pemuda, menyediakan akses pendidikan yang lebih besar bagi pemuda yang hendak melanjutkan pendidikan, mendorong aktivitas-aktivitas di bidang olahraga dan keagamaan, dan mendorong kerjasama antara Pemerintah Daerah dengan organisasi-organisasi kepemudaan setempat. Kajian ini bertujuan untuk mengetahui gambaran umum kepemudaan, faktor penyebab penghambat pembangunan kepemudaan, faktor yang mempengaruhi kurangnya prestasi pemuda, faktor pendukung pembangunan kepemudaan dan strategi kebijakan pembangunan kepemudaan di Kabupaten Luwu Utara. Kajian dilaksanakan di Kabupaten Luwu Utara Provinsi Sulawesi Selatan dari bulan April sampai bulan Juli 2017. Analisis data menggunakan Analisis SWOT. Faktor-faktor yang mendukung pelaksanaan pembangunan kepemudaan di Kabupaten Luwu Utara antara lain adalah penyediaan sarana kepemudaan oleh pemerintah daerah, tingkat populasi pemuda yang tinggi, tingkat keikutsertaan pendidikan yang tinggi, dan adanya dukungan dari pemerintah.
In the global Covid-19 Pandemic era that was attacking the world, all countries in the world felt the impact, so most of the Heads of States had to take and set new policies in their respective countries to break the chain of the spread of this virus which is increasingly massive. Of course, this has an impact on all people who are stay in one country not only the citizens of a country who feel the impact of State policies related to the efforts to terminate and handle Covid-19, but also foreigner who are in a State's territory, it is definitely affected the policy of the State Government. Foreigners residing in a territory of the State include international refugees who currently reside in and spread to almost all countries in the world, both States parties to the 1951 Convention on Refugee Status and States that have not been parties to the 1951 convention commonly referred to as the Transit State. Refugees during this pandemic are the person or groups of people who are most vulnerable to the dangers of covid-19 as well as other impacts on their protection, UNHCR and the States where refugees are located must continue to provide the same protection to international refugees in their countries.
