Purpose. To study the role and significance of the moral responsibility of international management in governance models under conditions of global economy and democracy. Methodology. The authors use structuralfunctional, institutional, and comparative methods as well as the methods of synthe sis and analysis. findings. The authors examined and proved the key statement of the study. Modern international management is a holistic corporate governance culture. The foundations of leadership and professional qualities of modern international management are their moral qualities. In democratic governance models, the moral qualities of management turn into political responsibility and ensure the quality of management, the growth of state capacity of Ukraine, the formation and promotion of national interests in the face of global threats and challenges. originality. The authors prove that the main determining actor in the governance model is international management charac terized by stable moral qualities. Only in this case, a governance model will achieve the highest efficiency and ensure the growth of state capacity, as well as the promotion of national interests in the face of global threats and challenges. Practical value. The results of the study can be used to improve the legislative framework as well as to develop the educational programs for international management education. The experience of international management education under consideration, as well as the use of moral responsibility in the behaviour patterns of international management, will ensure the quality of gover nance, the growth of Ukrainian state capacity and the promotion of national interests in the global economy and democracy.
To find the reasons for the insignificant influence of Ukrainian think tanks on the development of the state structure of Ukraine, as well as to develop a new management strategy for Ukrainian think tanks to increase their importance in formation of political thinking and state policy of Ukraine. methodology. The authors used the systemstructural, structuralfunctional methods, as well as methods of com parison, analysis, synthesis, and expert evaluation. findings. The authors reviewed the development of think tanks in the history of world culture and found three main features: 1) the influence of think tanks on political thinking and public policy is carried out indirectly through individuals who make political decisions; 2) the management of the think tank is the ability to work with gifted people who generate political innovations (policy innovation); 3) the think tank management is the highest perfection of the policy of entrepreneurship, which allows embodying political innovations in the state policy. The authors considered the management of the Ukrainian think tank and established its discrepancy to the world standards. The management of Ukrainian think tanks specializes mainly in analyzing problems and recommendations for solving them, whereas management of the leading world think tanks is aimed at the embodiment of political innovations in political deci sions. The authors have proposed a new management strategy for the Ukrainian think tanks, which is based on re thinking attitude towards 1) human resources; 2) material resources; 3) information resources; 4) reputational re sources. originality. The authors have proved that the management of Ukrainian think tanks is inconsistent with the stan dards of the world's leading think tanks. The Ukrainian think tank focuses on analyzing the problem, while the man agement of the world's leading think tank embodies political innovation in political decisions. The authors have worked out the new management strategy for the Ukrainian think tank. It is based on rethinking of four key resources: 1) the human ones; 2) the material ones; 3) the informational ones; 4) the reputational ones. Practical value. Using the results obtained in the course of the research will increase the effectiveness of Ukrainian think tanks. The authors believe that the new strategy of management will help Ukrainian think tanks to attract gifted scientists who are able to generate innovative political strategies, as well as gifted managers who will bring political innovations to officials, politicians and political parties. The management directed to generation of political innova tions and their embodiment in the state policy will allow Ukrainian think tanks to occupy an important niche in de velopment of the Ukrainian State system.
The features of the German think tanks development and their interaction with the authorities are analyzed in the article. The typologization of German think tanks, in particular by such criteria as: type of activity (general or specialty), place of operation (open at universities, at foundations and as separate institutions), by scientific orientation (practical, fundamental), by sources of funding (funded by government, land or individuals) is carried out.It is determined that the basis of German think tanks are political foundations -institutions unique in terms of organizational, legal and political form, which have no analogues in the world either in terms of the effectiveness of domestic political work or the scale of their presence abroad. Since their inception, these funds have belonged to one party or another, but they are now independent non-governmental organizations. In Germany, think tanks are effective and proven instruments of foreign and domestic policy. They complement the public policy of the state, and in some cases even implement (or promote) it in areas where the state is powerless. As non-governmental organizations, they may be involved in areas that are not accessible to official government.It is established that academic think tanks and centers in Germany have a broad list of areas of activity and have an equal (average) impact on the political process. Depending on the transition from the first to the second and third stages, the influence of the contract centers is amplified and reaches its maximum at the stage of implementation of political decisions. Public interest protection centers and party think tanks, by contrast, are most influential in the first stage -the formulation of problems and the agenda for public policy. Thus, with the increase of the autonomy of the analytical communities, the opportunities for influencing the first stage of the political process increase, when, in fact, interests are taken into account on the agenda and alternative solutions of political problems are laid down.
