El espacio público es comúnmente problematizado desde su dimensión social y política, sin fronteras claras entre el espacio y el ámbito público. Además, los debates sobre lo público operan desde ideas surgidas en el norte global. El presente trabajo sostiene que es necesario restituir la condición espacial de lo público, así como la dimensión formal de este para poder discutir para qué y para quiénes se construye lo público en el sur. Se propone un análisis sobre los elementos de la forma urbana tipo de las poblaciones emblemáticas en Santiago de Chile como espacio representado, conocidas también como barrios 9x18. Se discuten cuatro hipótesis de diseño sobre los barrios, a partir de la distribución de su suelo, las jerarquías de su espacio, los vínculos entre vecinos y su relación con los servicios del Estado. Se concluye que el espacio público de las poblaciones chilenas construidas en 1960 fue pretendido por la política urbana como un espacio que relacionaba a los pobladores con los servicios del Estado.
