RESUMO Apesar da ampliação do horizonte de expectativas para a juventude negra a partir das ações afirmativas, não houve consideração tanto por legisladores quanto pelos movimentos sociais de um aspecto fundamental da política para os próximos dez anos: o seu financiamento. Por meio de pesquisa documental em leis, jornais, documentos do movimento social negro e de Congressos Internacionais, observamos que os antecedentes transnacionais via UNESCO produziram uma agenda política inovadora por parte de intelectuais negros e permitiu a construção de um campo normativo com base na diversidade cultural. A sua retomada após a abertura política provocou distintas reações, resultando no questionamento e no redirecionamento da constituição do Fundo Social do Pré-Sal, que viria a financiar, entre outras políticas públicas, a democratização do Ensino Superior.
