Abstract. The article presents the theoretical analysis of non-standard employment new forms, the reasons of their origin, the advantages and disadvantages for the employee. The authors identified the most promising forms of non-standard employment, which give advantages to wage workers and improve their position in the labor sphere. Based on the results of the study of new non-standard employment forms at Russian enterprises the dependence between a particular form employment and the kind of economic activity, in which the enterprise operates, as well as the category (or qualification group) of employees has been identified. The spheres, in which there is a potential for the development of non-standard employment new forms, are shown.
The article confirms the importance of the Arctic region for the economic development of Russia. The main problems, existing on the labour market of the Arctic zone (shortage of personnel, workforce demand and supply imbalance), are formulated. The authors investigated the forms and models of flexible employment and identified the features of their using at Russian enterprises. The main results of the conducted by the authors in November-December 2019 research on the work flexible forms using at enterprises of St. Petersburg are presented. They belong to high-tech sectors of the economy, namely: the development of Russian software, design and scientific developments in the field of shipbuilding and air traffic control. The performed data indicate, that the employees of the examined enterprises, especially young ones, successfully use such forms of employment as work with flexible start and end of the working day, flexible part-time employment and distance work. The advantages of work flexible forms using for young people are revealed. Among them: the ability to combine work and training, having a stable source of income; obtaining practical skills at the stage of education in an educational institution; successful formation of professional competencies, required for a work in a certain position. Based on the experience of these enterprises, the expediency of employment flexible forms using for young people in the Arctic zone of Russia is proved, the main purpose of which is reducing the shortage of personnel and labour resources imbalance.
The object of the paper is the socio-technological system of an organization. The study aims to identify the key elements of this system, and the main relationships between them, determining their impact on the competitiveness of the organization. The authors use the following research methods: systematic and comparative approaches, as well as structural and statistical analysis of enterprise data. According to the research results in organizations of various types of economic activity in St. Petersburg, 5 main groups of elements that have the greatest impact on the competitiveness of the organization were identified, characterized, and classified. The first group includes technical elements (machines, devices, equipment, tools, and fixtures), the second group includes technological elements (algorithm of actions for diagnosing or changing the state of the object of labor, methods, and means of production, provision of services, management), the third group – social elements of the internal environment (personnel competencies, motivational and value attitudes of employees, the organizational structure of management, functional relationships, and rational distribution of functions), the fourth group – social elements of the external environment (public social institutions, competing organizations, and partner organizations), and the fifth group – information technology and communication systems. The authors conclude that digitalization is one of the most significant drivers of the transformation of the sociotechnological system since it has a strong impact on the social elements of the internal environment of the organization and on the elements of the technological group. The consequences of this influence entail changes in the professional competencies of employees, a reduction in the number of employees and the time spent on performing many labor functions, improving the quality and accuracy of work in many areas, contributing to building direct links between suppliers and consumers, allowing new forms of employment in the organization (flexible working hours, remote employment, the use of freelancers). The results obtained can be used by companies of various profiles in the development of corporate programs to improve their competitiveness.

Эзером, но представлена и авторская точка зрения на явления и про-цессы на рынке труда, на которые повлияла цифровизация экономики.Ключевые слова: нестандартная занятость, виртуальная занятость, дистанци-онная работа.Цифровые технологии существенно влияют на многие аспекты нашей жизни на протяжении последних десятилетий, не обойдя стороной сферу занятости и рынок труда. Появляются новые фор-мы занятости, тесно связанные с применением ин-формационных и телекоммуникационных систем: дистанционная занятость (телеработа, телетруд) и занятость на виртуальных предприятиях. Телера-бота -деятельность, которая в пространственном отношении организована удаленно от работодателя и выполняется с применением информационных и телекоммуникационных систем. Особенностям организации труда в рамках телетруда, его преи-муществам и недостаткам посвящен ряд публика-ций отечественных и зарубежных исследователей [1][2][3][4][5][6][7][8][9][10][11][12], в то время как занятость на виртуальном предприятии остается малоизученным явлением. В отечественной литературе почти нет публикаций по данной теме, в западной -в основном описыва-ются конкретные примеры деятельности виртуаль-ных предприятий [13][14][15]. Иногда авторы вообще не делают различий между терминами «телерабо-та» и «виртуальная занятость», используя их как си-нонимы, хотя телеработа и виртуальная занятость существенно отличаются друг от друга, имея соб-ственные особенности и характерные черты [16].В этой связи статья А. Эзера «Будущее трудо-вой сферы: гибкость и эффективность виртуаль-ного труда» представляется особенно интересной, так как автор не просто излагает опыт создания и функционирования виртуального предприятия: им сформулированы характерные черты и особен-ности виртуального труда, преимущества и недо-статки виртуальной занятости, препятствия на пути ее развития.Обычно виртуальное предприятие представляет собой добровольную форму кооперации как отдель-ных лиц, так и организационных структур, действу-ющих самостоятельно и разделенных географиче-ски, но при этом имеющих общие цели, готовых объединять какие-либо ресурсы и использующих преимущественно электронные средства комму-никаций. У такого предприятия либо вообще нет зданий и сооружений, либо существует небольшой офис с очень малым количеством рабочих мест. Сотрудники трудятся на рабочем месте дома, либо мобильны, либо используют бюро сателлитов и об-щаются между собой с помощью телекоммуникаци-онных систем.
