The risks of non-fulfillment of the target indicators of the federal project "Export of Education", which are systemic in nature and are associated with the peculiarities of the socio-economic, cultural development of Russian regions and their conditions for implementing the internationalization of higher education, have undergone a transformation during 2020-2021 in the context of a pandemic and active use of distance technologies and electronic educational resources. This placed the emphasis on the level of competitiveness and the development of these technologies in comparison with large international providers -foreign universities. The goal of this paper is to identify and substantiate internationalization features of Russian higher education at the regional level and to forecast further scenarios of development in the context of a long term impact on public policy in this area. The research revealed and systematized the features of the internationalization of higher education at the regional level with their division into positive, negative, and crisis features. Trends in the number and structure of foreign students studying in Russia were identified and analyzed. The calculation of the effective rating of foreign students by importing countries was carried out. The authors developed and tested a six-factor function for assessing the level of internationalization of the university. The paper presents a model of interaction between regional universities and universities participating in the implementation of the Federal project "Export of Education".
The work represents the conceptual model of link objects and the corresponding system of parameters describing their state. Telecommunication information system design stages are investigated on the basis of the obtained model. TIS architecture suggested in the work brings about the concept ofunited telecommunication information space.Modem development and prevalence of fiber transmission system have determined a range of problems concerning design, support and monitoring of link objects'6 . Fiber Network (FN) is a complex system object that includes a large number of elements, each characterized by a set of particular parameters3 which need to be properly controlled. At this level it's efficient to use RAD-technologies (Rapid Application Development) of visual design which make it possible to reduce economic costs and usage of other resources. To bring about such RAD-technologies it's necessary to develop and create visual components bases which would enable the building of different telecommunication systems. In this sense it is necessary to create information models of link objects with different levels of sophistication which enable further creation of information telecommunication system of a new quality -systems with the elements of knowledge bases and ability to evolutionary development. Another problem, widely covered in foreign and Russian literature6' ,is the development of complex system of FN-state monitoring and forecasting. One of the promising ways of solving monitoring problems is the application of hierarchical approach to build the system of parameters determining the state of telecommunication systems at different levels of their consideration (micro-, mezo-and macrolevels). The goal of the research is the application of structural approach and usage of CASE-technologies to develop and create automated FN information telecommunication system designing and monitoring. DEVELOPMENT OF FN CONCEPTUAL AND DATALOGICAL MODELSSubject area analysis12 has revealed that notionally FN can be considered a data communications network where fiber is used as a signal transmission environment. This allows to introduce such information substance as "Transmission Network" (TN). As a result of link object or the substance "Transmission Network" decomposition TIS conceptual model can be represented as a three-level hierarchical system, TIS structural scheme portrayed in Figure 1 . According to paper'3 at the first level of decomposition (macrolevel A) the substance "Transmission Network" is depicted as total bination of two subsystems: "Net Node" and "Connection". "Net Node" subsystem is a set of technical instruments providing the formation of standard physical transfer circuits. Within the model the substance "Connection" corresponds to the transmission line which has one signal transmission medium and connects net nodes. The problem of the modern system of higher education in Russia and the world is the search for an adequate and high-quality digital model for enhancing professional training in higher education using the remote access system. The pandemic has exacerbated and hastened finding an answer. Russian universities have found an answer in the use of digital educational platforms. One of the most widespread and adequate to the needs of higher education was the «Yuryat» platform. The goal is to assess digital educational activity in Russian universities from 10/26/2020 to 10/25/2021. The research is based on the primary data of «Yuryat.Statistics» and published empirical data. Statistical and quantitative methods were used to study the problem., in particular, the integral index of digital educational activity (IDEA) was used in general form, calculated as an additive convolution of its constituent sub-indices. In turn, each sub-index Ii allows quantitatively characterize different types of digital activity when using the resource, they were calculated using the formula for linear scaling of Pi values. The main result of the study was based on the indicators developed by the authors on the state of digitalization of higher education in Russia from 10/25/2020 to 10/26/2021. conclusion about the lack of digital educational activity of universities according to the data of «Yuryat.Statistics». The average IDEA value = 0.082 means that the average digital activity is 8.2% of the maximum level equal to 1. The country is characterized by low student activity in the use of tests and media resources (ISKK and IUEM sub-index), as well as in the creation of digital courses (IPDC sub-index) on average across Russian universities The study carried out in this work on 318 universities in Russia made it possible to conclude that there is high interuniversity differentiation in terms of the level of development of digital transformation of the educational process, both in terms of individual characteristics and on a territorial basis. The results of the study proved that the main centers of digital transformation of higher education are Moscow, St. Petersburg and Yekaterinburg. It is obvious that the system of professional training in the country in the university sphere is faced with the question of strengthening work on the formation of technologies and platforms for remote access.
