En el presente artículo se analiza el papel de los bancos centrales en las crisis bancarias de la América Latina. Se descubre que, salvo por un puñado de casos, cuando las resoluciones bancarias se ejecutaron puntualmente, el dinero del banco central se utilizó a gran escala para contener y gestionar crisis tanto sistémicas como menores. Sin embargo, las aportaciones de dinero a raudales en el sistema financiero tendieron a exacerbar la turbulencia macroeconómica y aumentaron las probabilidades de que ocurrieran crisis cambiarias, sobre todo en los países de mercados emergentes. Si bien con algunas salvedades, las conclusiones del presente artículo son pertinentes y los países en desarrollo deberían verlas como una advertencia contra la expansión excesiva de los balances generales de los bancos centrales para hacer frente a las crisis financieras, tal como lo han hecho recientemente varios países industrializados
RESUMENEntre los legados que deja la crisis financiera de los Estados Unidos y países de Europa está la implantación de políticas macroprudenciales en estos países y en un número creciente de otros países del mundo, incluidos algunos de la América La� tina, con el fin de evitar nuevas crisis financieras. Esta reforma ha significado el es� tablecimiento de nuevas bases institucionales, el uso de modelos e indicadores que permitan anticipar y prevenir que dichas crisis ocurran y el uso de instrumentos correctivos de la acumulación de vulnerabilidades financieras. Este estudio exami� na los aspectos institucionales de la política macroprudencial en la América Latina, las decisiones que se han tomado, y sus fortalezas y debilidades. En particular, analiza el alcance de estas reformas en los dos modelos institucionales que existen en esta región para la aplicación de las políticas monetarias y financieras: el modelo "Pacífico" que incluye a países como Chile, Colombia, Perú, Costa Rica y México, y el modelo "Atlántico", que incluye a países como Argentina, Brasil y Uruguay.
