Sustainable development has been given special attention worldwide regarding the environment and preservation of natural resources. However, sustainable community development remains a little-explored area, specifically concerning power-dominant economies and as an ethical representation of managing a country's law and order situations. Therefore, the current study aims to determine the influence of power disruptions, that is, human and governance factors, on sustainable community development directly and indirectly via an underlying mechanism of public sector performance. To achieve the study objectives, the study adopted a quantitative research methodology with a random sampling technique by surveying 720 citizens of Indonesia. A statistical data analysis using structural equation modeling in SmartPLS showed that power disruptions negatively impacted public sector performance, leading to underdeveloped communities. The results also showed that high levels of social connections between public sector employees and citizens mitigated the negative influence of power disruptions on public sector performance leading to the sustainable development of culture and community. The current study adds value to the government science literature by combining the critical issue of power disruptions and sustainable community development in a single consolidated framework that considers the ethics of governing a nation. The results will also help policymakers and project-executing agencies discourage power disruptions and find solutions to damages caused at the planning stages.
Studi ini bertujuan untuk menggambarkan aspek-aspek open government dalam perencanaan pembangunan daerah dan menganalisis perencanaan pembangunan yang ideal dalam mengadopsi aspek-aspek open government. Desain penelitian ini menggunakan pendekatan kualitatif dengan Soft Systems Methodology (SSM). Teknik analisis data dengan menggunakan analisis CATWOE (Customer, Actor, Transformation, Weltanschaung, Owner, dan Environment). Adapun hasil penelitian ini menunjukkan bahwa 1) Perencanaan pembangunan daerah sudah secara alamiah telah mengadopsi aspek-aspek dari OG yaitu partisipasi, trnasparansi, dan kolaborasi namun belum dilakukan secara sengaja (by design) sehingga penetapan program kegiatan dalam RAPBD tidak sesuai dengan hasil musrenbang; 2) Adanya jaminan transparansi dalam setiap proses perencanaan pembangunan dan maksimasi penggunaan TIK menjadi syarat diadopsinya aspek-aspek OG dalam perencanaan pembangunan yang ideal. Penelitian ini juga merekomendasikan dilakukannya penelitian khusus terkait OG dan pengayaan konsep partisipasi dan transparansi.
Fenomena yang dijadikan obyek penelitian adalah Kinerja DPRD Provinsi. Tujuan penelitian adalah membahas pengaruh Kapasitas Kelembagaan dan Komunikasi terhadap Kinerja DPRD Provinsi Kepulauan Bangka Belitung dan menyusun konsep baru dari pembahasan pengaruh tersebut. Penelitian menggunakan penelitian kuantitatif. Sampel penelitian 186 responden diambil dari populasi 351 menggunakan Tabel Krejcie. Teknik pengumpulan data menggunakan studi kepustakaan, teknik kuesioner dan observasi. Analisis data menggunakan Analisis SEM. Hasil penelitian adalah berikut: Besarnya pengaruh Kapasitas kelembagaan terhadap Kinerja DPRD Provinsi Kepulauan Bangka Belitung mencapai 0,64, terbilang kuat dan signifikan. Besarnya pengaruh Komunikasi terhadap Kinerja DPRD Provinsi Kepulauan Bangka Belitung mencapai 0,58,<strong> </strong>terbilang cukup kuat dan signifikan. Konsep baru yang dapat disusun dari analisis hasil pengaruh Kapasitas Kelembagaan terhadap Kinerja DPRD Provinsi Kepulauan Bangka Belitung adalah Konsep Baru tentang Susunan Kelembagaan Legislatif dengan definisi : Susunan Kelembagaan Legislatif adalah tata jabatan dan koordinasi pelaksanaan tugas dan wewenang fraksi, komisi dan lembaga legislative dalam mengimplementasikan fungsi-fungsi kelembagaan. Konsep baru yang dapat disusun dari analisis pengaruh Komunikasi terhadap Kinerja DPRD Provinsi Kepulauan Bangka Belitung adalah Konsep Baru tentang Komunikasi Lisan dan Tulisan Legislatif, dengan definisi : Komunikasi Lisan dan Tulisan<strong> </strong>adalah kemahiran individual dan kemahiran kolektif anggota legislative dalam mengelola informasi pelaksanaan fungsi-fungsi kelembagaan yang dinyatakan dengan orasi, sosialisasi, argumentasi, publikasi.
According to the Indonesian Constitution, any Vital and Strategic Sectors for the People's Interests have to be managed by the State. Oil and Gas until now are two of the Strategic and Vital Business Sectors in Indonesia. Therefore Indonesia establishes an institution namely the Special Task Force of Executive Oil and Gas Business Activity (SKK Migas). SKK Migas deals with Production Sharing Contracts with Exploration and Exploitation (Upstream) Oil and Gas Companies. In its activities, there are many regulations apply and required to obtain permits. The current problem nowadays are related to the type of the permits, the regulations and procedures to follow, as well as institutions/permit issuers to deal with are too many so that the permit system for Upstream Oil and Gas have caused handicaps for the industry to grow competitively. While on the other hand Indonesia still has a high dependency on Oil and Gas Industry for State Income reason and Energy Resilience. The old paradigm of the bureaucracy system in one the most causes of inefficiency and ineffectiveness of bureaucracy in Indonesia. Even though the reformation has been started since 1998 however the change of old bureaucratic system and mentality of the bureaucrats into the new paradigm of good governance is still very less and tend to be progressing very slowly. Overlapping and redundancies of regulations, authorities have caused Indonesia is less competitive destination comparing to the neighboring countries in attracting foreign investment.
