ResumoA realidade do direito à saúde é complexa e envolve, de forma inevitável, a consideração de um conjunto de necessidades, demandas e limitações de ordem variada. Em um cenário de recursos sempre mais limitados do que as pretensões, é fundamental discutir a definição de prioridades e os critérios subjacentes a tal definição. Este artigo pretende apresentar os principais critérios em discussão no mundo acerca da priorização em prestações de saúde, a saber: critérios materiais (que priorizam determinadas doenças ou grupos ou tratamentos), critérios procedimentais e os chamados multicritérios. Abstract The right to health care encompasses great complexity and involves a variety of needs, requests, and limitations. In a scenario of limited resources, it is pivotal to face the issue of priority setting in health care and the criteria that validates it.This paper aims to present the main criteria that are being discussed around the world for priority setting in health care: material criteria (which prioritizes a set of diseases, or groups of people or some health care treatments), procedural criteria, and the multicriteria formulas.
