This study aims to find out a projection and how the development of elections during COVID-19 pandemic. The regional heads elections is one manifestation of the reform movement in 1998 which wants a change in state administration after being dominated by authoritarianism to become democratic. This election is known to the public as a venue for the election of regional heads who will serve or lead. Covid-19 pandemic is a virus transmission and causes an outbreak ove the world including Indonesia. A number of regions contributed to the 2020 elections. The regional head election system in 2020 is the third time held in Indonesia. The ballot is planned to be held simultaneously on September 2020. The total area that will carry out simultaneous regional head elections in 2020 is 270 regions with 9 provinces, 224 districts and 37 cities. The government regulation in lieu of law number 2/2020 on the local election was finally set by President Joko Widodopada on May 4th, 2020. The election which originally took place on September 23rd was finally postponed for 3 months, which became on December 2020. This step was criticized because it was considered ignoring COVID-19 pandemic.
Studi pertahanan memiliki pemikiran bahwa inovasi militer suatu negara memiliki kaitan dengan politik luar negeri suatu negara; kemudian memberikan motivasi bagi mereka untuk melakukan diplomasi pertahanan. Namun, masih sedikit akademisi yang memberikan perhatiannya dalam hal industri pertahanan, khususnya berkaitan dengan negara middle power dan new emerging power. Penelitian ini bertujuan menjelaskan hubungan antara faktor-faktor pendorong dengan kebijakan Indonesia dalam melakukan kerjasama industri pertahanan dengan Turki. Temuan penelitian ini adalah partisipasi sipil dalam inovasi militer dan kepentingan nasional strategis merupakan faktor penting yang mendorong kerjasama tersebut. Kerjasama Indonesia-Turki meliputi riset dan pengembangan, produksi dan pemasaran bersama beberapa alat peralatan pertahanan dan keamanan. Penelitian ini menggunakan konsep inovasi militer dan diplomasi pertahanan dan melihat bahwa Indonesia mengejar agenda kemandirian teknologi pertahanab. Untuk itu, Indonesia mulai melebarkan relasi pertahanan di luar mitra tradisionalnya.Kata kunci: kerjasama, industri pertahanan, partisipasi sipil, kepentingan nasional strategis, diplomasi pertahanan. The research has found that civilian participation within military innovation and strategic national interests were supposed to be significant determinants which encouraged the state to agree on defense industry cooperation with Turkey. The cooperation included joint research and development, production and potential sale of armaments. The research applied the concept of civil-led military innovation as well as defense diplomacy and argues that Indonesia has been pursuing its defense technology independence. This article aims to produce regional laws that are responsive in supporting the implementation of regional autonomy so that the implementation of regional autonomy does not create new problems that can hinder or damage economic development and growth in a region. In this study, several legal approaches used include the main approach of Law number 32 of 2004 concerning regional autonomy and Law number 12 of 2011 concerning the law on the establishment of legislation. Another approach approached in one case is a historical approach, a comparative approach, and a conceptual approach. Results illuminate how the drafting of Perda constitutes based on certain principals (i.e. clarity of objectives, appropriate institutional or organ formation, compatibility between types and material content) can accommodate local wisdom for the community and avoid potentially problematic regulations in the regions.

This paper aims to describe a number of determinants of Indonesia's technology cooperation policy with Turkey. That dominant literature on Indonesia's defense relations with its traditional partners either in East Asia or in Asia Pacific while less scholars' attention to such relation beyond the regions seems to exist is a gap the paper intends to fill. The research found that Indonesia's defense ministry's role as well as political support from political parties at the parliament, state economic-military gap and the trend of emerging powers' defense self-sufficiency and self-reliance along with increased global arm trades were the significant factors which encouraged the state to agree on the cooperation ranging from joint development, production to potential sale of armaments. The research applied the decision making theory developed by William D. Coplin providing such determinants as domestic politics, state economic and military capability and international context. In addition, the research made use of the qualitative approach with a descriptive analysis. The paper argues that Indonesia has been pursuing its defense technology independence within last decade; therefore, it diversifies its defense relation beyond its traditional partners.
