The flood disaster has become one of the most damaging hydro-meteorological disasters which recorded a loss of Rp30 trillion in Indonesia. The flood disaster early warning system is one of the most important parts of the disaster management process which can reduce the possibility of losses that can occur. The mandate of the existing regulation emphasizes that in the disaster early warning system it needs to involve various parties from public and nonpublic actors collaboratively. The manifestation of the mandate is Petabencana.id which was initiated by the Yayasan Peta Bencana and involved elements of government, universities, mass media, donor agencies, nonprofit organizations, and the community. This study analyzed the collaborative process of public and nonpublic actors through collaborative governance frameworks. This study included descriptive qualitative research with post-positivist paradigm and uses in-depth interview methods and directed content approach. Based on the findings, it is illustrated that the process of collaboration has been formed between the public and nonpublic actors. In terms of collaboration process, there is lack of transparency in Petabencana.id management especially in finance issue. The findings also revealed that the socialization process of Petabencana.id in community and educational entities still in effective and the roles of government role can be enforced. However, there is lack of role from the private sector which can contribute to make Petabencana.id better. This study still has limitation include the amount of informant of various elements from university, mass media, and community, in this study just use directed content approach to describe the perspectives of them in terms of collaboration process.
<p>PBB Setu Babakan Betawi sebagai daerah pengembangan budaya betawi terakhir Provinsi DKI Jakarta masih menghadapi berbagai masalah dalam menyediakan fasilitas & infrastruktur dan mengelola pembangunan ekonomi bagi penduduk setempat. Peraturan saat ini tentang Implementasi Bisnis Pariwisata menjadi dasar pengembangan pariwisata di PBB Setu Babakan sebagai objek wisata halal pertama di Provinsi DKI Jakarta. Indonesia memiliki potensi besar untuk pariwisata halal, terutama provinsi DKI Jakarta yang satu dari sepuluh provinsi akan ditargetkan sebagai tempat wisata halal di Indonesia. Pengembangan pariwisata juga diarahkan menuju pariwisata halal berdasarkan kearifan lokal yang akan berdampak pada peningkatan ekonomi masyarakat sekitar. Hal ini dapat didukung oleh kemampuan dinamis dari para pemangku kepentingan untuk mengadaptasi perubahan lingkungan dan memiliki orientasi berkelanjutan dalam mengatasi berbagai masalah. Kemampuan dinamis adalah salah satu elemen tata kelola dinamis yang mencakup proses <em>thinking again, thinking process, </em>dan<em> thinking across</em>. Tujuan dari penelitian ini adalah untuk menganalisis prospek implementasi tata pemerintahan yang dinamis dalam hal pembangunan PBB Setu Babakan sebagai wisata halal berbasis kearifan lokal. Penelitian ini dikategorikan sebagai deskriptif kuantitatif. Hasilnya menunjukan bahwa <em>dynamic capabilities </em>membantu dalam proses pengembangan wisata halal di PBB Setu Babakan.</p>
The paradigm shift in disaster management places non-governmental organizations (NGOs) as the actors who contribute to the process. However, NGOs still face many challenges both internally and externally. The author tries to find challenges from the role of NGOs and tries to formulate the right strategy. This research is categorized as a post-positivist paradigm and uses a mixed active method. The NGOs analyzed were Yayasan Peta Bencana and MPBI. The results show that there are internal and external challenges. The challenges are the number of volunteers are limited, lack of volunteer knowledge, there is no program evaluation, and financial accountability from NGOs. Meanwhile, external environmental barriers are still low in understanding and role of society and the contribution of the private sector is still low. The authors formulate nine strategies to overcome these problems. A limitation in this study is that researchers only use secondary data to explain the role of either the government or other actors.
