In Brazil, the Technology Licensing Office (TLO) are responsible for managing the innovation policy of Scientific and Technological Institutions (STI). However, when analyzing the functioning of the TLO is possible to observe that these are organizations that still require capacitation to perform with efficiency and efficacy of its functions. Thus, the aim of this paper is to report the application of a model for the management of Intellectual Property (IP) in the TLO of the Instituto Nacional de Pesquisas Espaciais (INPE-TLO), in Brazil, which was conducted through an action research. The application of such a model is intended to empower INPE-TLO to perform its functions relating to the protection and commercialization of technologies in order to promote the transfer of technologies created by research and development units of the INPE to the productive sector. As preliminary results, it is possible to highlight the development of an action plan to realignment the flow of activities as well as to customize the model proposed to culture and INPE-TLO structure.
Strategic planning is an organizational process, the purpose of which is to conceive, formulate and manage the strategies implementation in the enterprise. The implementation of strategic planning involves the implementation of a set of actions aimed at taking the organization from a known position to a more desirable position, creating sustainable competitive advantages. This study deals with substantiating the role and importance of organizational strategic planning in the development of the organization using a systems approach. Systems engineering consists of a multidisciplinary and collaborative engineering approach, the purpose of which is to derive, develop and verify the effectiveness of decisions or the functioning of the system throughout its life cycle to satisfy the needs, expectations and desires of stakeholders. The purpose of this article is critically to analyze the Andrade method by comparing the processes and tools used in this method with those obtained as a result of traditional strategic planning. The methods were compared by developing a case study conducted in a science, technology and innovation institution operating in Brazil and annually conducting strategic planning cycles, using traditional methodologies for managing and analyzing the effectiveness of the organization and defining strategies for its development. The paper using the engineering system, carries out the comparison of the applied phases and tools with the offers in the model. The obtained results prove disadvantages of the traditional strategic planning process in comparison with the model proposed by Andrade. The application of the proposed model would allow to obtain indicators, different from the results of traditional strategic planning, in terms of forming another set of strategies and tools to manage the organization’s development. The paper concludes that the model proposed by Andrade is more complex than the traditional one. It indicates the expediency of organizations using other tools to analyze and formulate company development strategies in the context of strengthening their competitive advantages and achieving strategic goals. When TLO's operation is analyzed, it can be understood that TLOs still need to develop their organizational skills in order to achieve their goals, particularly on technology protection and commercialization strategies. This paper presents a process model with three key processes, namely Admit Techology, Protect Technology, and Commercialize Technology, with their respective subprocesses, and other support processes. With the operationalization of the process model presented, TLO can analyze the technologies and define the strategies for their protection and commercialization, enhancing their transfer to the productive sector. This model was successfully applied to a TLO of a military STI.
Purpose The purpose of this study is to recognize the empirical inhibitors of knowledge management (KM)in value co-creation in the dairy production context. Design/methodology/approach This study undertook a qualitative multiple-case study strategy. The datas collected comes from five players in the dairy sector that jointly co-create value. In addition to in-depth interviews with the actors, this study considers complementary documents, with reports, management flowcharts. Content analysis was conducted based on Bardin (2011). Findings This study identified three empirical barriers for KM in managing value co-creation in dairy production. The inhibitors observed were related to ineffective communication among stakeholders, organizational culture and high competitiveness. This study identified that sharing and KM among actors is a way to stimulate innovative solutions via value co-creation in dairy production. Research limitations/implications This study explores the context in the Center-South of Brazil; therefore, it is not generalizable. Practical implications The findings help the managers to deal with the KM inhibitors in the value co-creation context and define actions based on the strategies listed to overcome the barriers identified in dairy production. This study can also help managers to change the mindset of organizations by adding KM to the organizational culture, as it identifies existing barriers in the sector and contributes by suggesting attitudes and tools capable of overcoming such difficulties. Social implications Professionals in the dairy sector, especially the small rural producer, can have access to knowledge and professional training through the value co-creation among actors in the dairy sector. In this sense, the milk quality, for example, the nutritional characteristics and traceability of the milk, can be improved for the final consumer. Originality/value This study reveals the empirical inhibitors of KM presents in the value co-creation in the dairy production context. Additionally, insights to deal with the lack of sharing information and knowledge among multiple actors.
