O artigo examina o contexto e possíveis efeitos sociopolíticos da adoção de infraestruturas e serviços de tecnologias de comunicação corporativos no ambiente educacional e universitário brasileiro. Tomando o caso específico dos acordos entre universidades públicas brasileiras e a suíte de aplicativos educacionais da empresa Google, objetivamos refletir sobre sua economia política informacional, baseada em mecanismos de controle e vigilância dos dados digitais, e problematizar a emergência de novas formas de conhecimento e exercício do poder.
As the Internet grows on importance as a forum for political activity, it is necessary to occupy it with proper tools for democratic discussion, dialogue and deliberation. Currently, a substantial part of political debate is conducted on social media inside proprietary networks. Those solutions are flagrantly inadequate to build consensus seeking understandings and to mediate the interaction between the government and the citizenry. This work present EJ, a platform for crowdsourced social participation which uses machine learning based intelligence and gamification techniques to increase engagement and counteract the formation of opinion bubbles and the "echo chamber" effect of social networks.
Ao analisar alguns casos concretos, relativos às possibilidades de controle e acesso à informação em redes digitais, discutiremos como essas situações dão forma à política na cibercultura. Trata-se de pensá-la simultaneamente como o conflito pelas configurações sociotécnicas das tecnologias digitais (tecnopolítica), e as dinâmicas da política ciberneticamente mediada (ciberpolítica). Ao articular essas duas dimensões, analisaremos como a constituição e os modos de apropriação desses dispositivos definirão o que adentra ou não o campo do visível e do enunciável, portanto, o campo da regulação pública e do controle, dando forma a novos territórios de direitos, resistência, conflitos sociais e exploração econômica.
