ResumenEl objetivo de este artículo es analizar los circuitos económicos que conforman el complejo urbano transfronterizo Arica-Tacna (Chile-Perú). Se apoya en una investigación cualitativa realizada en la zona que implicó entrevistas, observaciones y revisiones documentales. Sus conclusiones indican que se trata de una región transfronteriza muy intensa, pero acotada al ámbito local. Sus intercambios más significativos de mercancías ocurren en la informalidad y se canalizan a través de millones de cruces de personas en ambas direcciones. Se trata de un intercambio desigual favorable a la ciudad chilena. AbstractThe aim of this paper is to analyze the economic circuits that make up the cross-border urban complex Arica-Tacna (Chile-Perú). It relies on a qualitative research carried out in the area involving interviews, observations and documentary reviews. Its findings indicate that it is a very intense cross-border region, but limited to local arrangements. Its most significant exchanges of goods occur in the informal economy and is channeled through million crossings of people in both directions. It's an unequal exchange favorable to the Chilean city.
La presencia de manchas urbanas transfronterizas es un hecho sociológico en las fronteras latinoamericanas. Estas aglomeraciones son el producto de la activación de los flujos de capitales, bienes y personas a través de ellas, y de la formación de corredores y regiones transfronterizas. A partir de una recreación de algunos posicionamientos teóricos precedentes, este artículo discute la validez de una definición conceptual —complejos urbanos transfronterizos— y propone un debate en torno a una serie de variables de análisis que dan cuenta de la naturaleza de las relaciones entre las ciudades componentes desde la demografía, la economía, la política y las relaciones sociales.
Incluida en esa compleja madeja sociohistórica que forman las fronteras chilenas, Arica se distingue por la particular intensidad y diversidad de sus ámbitos y circuitos de relacionamientos transfronterizos. Su realidad como región transfronteriza-moldeada por las acciones desde las comunidades, los mercados y los Estadosconstituye una peculiar imbricación de sus relaciones con sus tres fronteras terrestres-Bolivia, Perú y Tarapacá-y con su puerto que le conecta con el océano Pacífico. Este artículo discute las características de cada una de ellas, la manera como se relacionan para crear un espacio distinguible y los retos que ello implica para el desarrollo futuro de la región.
El surgimiento de complejos urbanos transfronterizos en América Latina coloca en un primer plano el estudio de los circuitos económicos, formales e informales, que les amalgaman. Arica/Tacna muestran una variedad de circuitos económicos, generalmente marcados por la informalidad, y que en lo fundamental se resuelven localmente. Ello plantea un reto heurístico en cuanto a la manera cómo estos circuitos generan transferencias de valores de una parte a la otra, dando lugar a un proceso de intercambio desigual favorable a la ciudad chilena. El artículo centra su atención en el análisis sociológico de tres circuitos: la compra de fuerza de trabajo peruana por el capital chileno, el llamado comercio hormiga y el consumo chileno en Tacna.Palabras claves: Tacna, Arica, fronteras, complejos urbanos transfronterizos, intercambio desigual. The emergence of trans-border urban complexes in Latin America places the study of their economic circuits in the foreground. The binomial Arica / Tacna shows a variety of economic circuits, generally marked by informality, that in the main are resolved locally. This poses a heuristic challenge in terms of how these circuits generate transfers of values from one part to the other, giving rise to a process of unequal exchange favorable to the Chilean city. The article focuses on the sociological analysis of three circuits: the purchase of Peruvian labor force by Chilean capital, the so-called ant trade and Chilean consumption in Tacna.
