This study aims to formulate a learning communication model that is able to replace or modify the type of learning communication from the face-to-face system to blended learning during the Covid-19 pandemic and in the new normal period. This study focuses on learning communication in tertiary institutions on the grounds that students are expected to be independent in learning so that they no longer expect parental guidance in taking online classes, as happened at the primary and secondary education levels. With the consideration of the two things above, namely changes in learning communication with e-learning and the level of student independence, it is necessary to have a learning communication strategy in higher education to welcome the formation of a digital society. In this study, the tertiary institutions that were the object of research were three state universities in the North Aceh region and Lhokseumawe city, namely Malikussaleh University, Lhokseumawe State Polytechnic, and UIN Malikussaleh. The choice of the three universities refers to an effort to avoid long trips during the pandemic, because in addition to interviews using interactive virtual media remotely, in obtaining some information, direct observation must be used. The research was conducted using mixed approach -quantitative and qualitative-by involving respondents and informants from three main elements of the object of education, namely lecturers, students, and the community. In addition to interviews, Focus Group Discussion (FGD) was also conducted using the zoom application, by presenting an expert resource person who is active in Online learning training, namely Prof. Ujang Sumarna from the Bogor Agricultural Institute. The outcome in this study is the existence of a learning communication strategy in tertiary institutions in a region with regional criteria that are relatively far from the nation's capital with relatively lacking information and communication technology facilities. The outcomes are a model of blended learning as an alternative and a model of e-learning Maturity Model (eMM) as a strategy to prepare all elements of colleges to face the changes in education in this disruptive era.
This research refers to the results of community service through the Entrepreneurship Development Program (PPK) during 2020 in Aceh Province, especially Lhokseumawe City and North Aceh for millennial young businesses. The constructivist paradigm, descriptive qualitative approach becomes the basis of the research. Primary and secondary data sources were obtained through observation, interviews, documentation, focus group discussions (FGD), through education and training, family gathering, capacity building and the revolving capital process. Data analysis is done simply by reducing, presenting and concluding. The theoretical basis, concepts and models used include SWOT analysis, business communication, marketing, digital business, creative economy, millennial concepts and local activism. the results of the research show that strengthening the spirit of entrepreneur among millennial Aceh during the Covid 19 pandemic with a digital-based creative economy based on Aceh local wisdom really needs to be improved and strengthened. Fostering and strengthening a creative entrepreneurial spirit as the new strength of the provinces of Aceh and Indonesia, not only in the spirit but also on a shared mission and undertaking to create identitybased and local wisdom from every product and service work of the nation's children Millennial generation is a storehouse of creativity in the development of the creative economy with digitalization based on local wisdom. The Millennial Generation is a productive resource with creative ideas that can open various types of businesses both in producing products and services on the basis of local wisdom. Can assist the government and private sector in reducing unemployment at the level of the productive workforce. The conclusion of the research is that the more and more Acehnese millennials who are involved in the world of pro-and-glorious entrepreneurship with the foundation of digitalization and based on local wisdom, the more productivity will be generated so that it will have a positive impact on the development of improving the welfare and local economy of Aceh and the national.
Evaluation of the distribution of Direct Cash Assistance (BLT) during the Covid 19 Pandemic and the Communication Patterns of the Task Force (Covid 19 Task Force) through the Covid 19 Response Village in North Aceh, especially the Simpang Keuramat sub-district using a case study approach. This study aims to evaluate the Covid-19 Pandemic Direct Cash Assistance Program sourced from the Village Fund. A study of the theory of policy evaluation, BLT distribution and the Communication Patterns of the Task Force (task force Covid 19) at the Covid-19 response village village level, the results of the research on data collection on prospective recipients of direct cash assistance (BLT) were carried out by a team of village volunteers against Covid-19 and conducted a Village Deliberation Specifically (Musdesus) to determine the list of Direct Cash Assistance Recipients (BLT) for Family Beneficiaries (KPM), Evaluation of Direct Cash Assistance Distribution (BLT) in Simpang Keuramat District in 16 Villages will be disbursed for period 1 in April, May, June; period 2 starting July, August, September. The amount of BLT Funds in period 1 (Rp. 600,000) for period 2 and 3 is Rp. 300,000 for period 3 in October, November and December period 3 have not been distributed because the coverage report on the previous Preode response has not been completed. Communication patterns of the Task Force through the Covid Response Village at the village level, through the Star communication pattern, each member communicates and coordinates between volunteers and the District Government and Related Parties. Conclusion Evaluation of the Distribution of Direct Cash Assistance for Simpang Keuramat District has been carried out for periods 1 and 2 but has not yet carried out the distribution of direct cash assistance (BLT) for period 3 because it is waiting for the accountability report to be completed. The communication pattern of the Covid-19 Task Force (Satgas) is starred because Village volunteers against Covid-19 coordinate with all related parties.
