Resumo Por um lado, é possível, a partir de Keynes e dos pós-keynesianos, inferir que existem duas naturezas para a incerteza: a que diz respeito ao processo pelo qual o sujeito conhece (epistemológica) e a que se refere ao comportamento da realidade que se quer conhecer (ontológica), sendo que nos processos de tomada de decisão, ambas incertezas estão presentes. Por outro lado, para a abordagem neoinstitucionalista, o hábito como substrato das instituições possui repercussão tanto em nível do indivíduo quanto em âmbito do todo. Assim sendo, não seriam os hábitos e as instituições hábeis a reduzir a incerteza? O objetivo deste trabalho é responder a esta questão, articulando as teorias keynesiana e neoinstitucionalista no que toca ao modo pelo qual, nesta, os hábitos e as instituições podem contribuir para que se tenha, com base naquela, a diminuição das incertezas epistemológica e ontológica.
Resumo: A crise econômica internacional trouxe à tona o debate acerca da necessidade de novos instrumentos de política econômica. Nesse particular, foram buscadas novas formas de se evitar os desequilíbrios financeiros que, em inflexões cíclicas repentinas, causam consequências no lado real da economia. Assim, deu-se enfoque à chamada política macroprudencial que, embora as primeiras alusões a ela sejam de meados da década de 1970, foi apenas recentemente trazida à ordem do dia. Nesse contexto, o objetivo deste trabalho é realizar uma leitura keynesiana da política macroprudencial. O argumento subjacente é o de que a referida política pode ser apreendida como essencialmente keynesiana, pois lida com o caráter instável do sistema econômico e com o risco sistêmico endógeno. Além disso, as macroprudenciais se coadunam com o modus operandi das políticas econômicas keynesianas. As discussões e o desenvolvimento da literatura relativa ao tema têm ocorrido sob bases pragmáticas que não se relacionam imediatamente às escolas ortodoxas ou heterodoxas da ciência econômica. Logo, embora a literatura sobre as macroprudenciais, em termos de objetivos, instrumentos e canais de transmissão, já esteja avançada, há ainda a necessidade de um debate teórico a substanciar a utilização dessa política.Palavras-chave: Política macroprudencial. Keynes. Política econômica. Abstract:The economic crisis has brought to the fore the debate about the need for new economic policy instruments. In particular, it demands new ways to prevent financial imbalances that in their cyclical inflections, causes consequences in the economy. Hence, the so called macroprudential policy was fetched to the center of the debate. In this context, the aim of this work is to perform a reading of macroprudential policy in a Keynesian perspective. The underlying argument is that policy can be understood as essentially Keynesian, because it deals with the unstable character of the economic system and with the endogenous systemic risk. In addition, macroprudential are consistent with the modus operandi of Keynesian economic policies. Discussions and development of the literature on the subject have taken place under pragmatic bases that do not relate immediately to orthodox or heterodox schools of economics. Thus, although the literature on macroprudential, in terms of objectives, instruments, transmission channels is advanced, there is still a need for theoretical debate to substantiate the use of this policy.
RESUMENUna de las consecuencias de la reciente crisis económica internacional fue la demanda de nuevos instrumentos de política económica, además de los ya consagrados mecanismos de política monetaria, cambiaria y fiscal. En particular, se procura buscar medios más eficaces para regular el sistema financiero e impedir el surgimiento de desequilibrios que afecten a la economía real. En ese sentido, la política macroprudencial se ha destacado como otra política pública de matriz económica cuya utilización puede contribuir al mantenimiento de la estabilidad financiera. No obstante, los debates y el desarrollo de la literatura sobre este tema se basan en fundamentos pragmáticos no relacionados directamente con las escuelas ortodoxas o heterodoxas de la ciencia económica. En ese contexto, el objetivo de este trabajo es realizar una lectura institucionalista de la política macroprudencial, sobre la base de que esta puede comprenderse con arreglo al contenido teórico de los enfoques institucionalistas. One of the consequences of the recent international economic crisis has been the demand for new economic policy tools, to add to the well-established monetary, exchange-rate, and fiscal policy mechanisms. In particular, more effective ways are needed to regulate the financial system and prevent the emergence of imbalances that affect the real economy.In that context, macroprudential policy has been singled out as another economic-type public policy which could help maintain financial stability. Nonetheless, the discussions and development of the literature on this topic are founded on pragmatic considerations that are not directly related to the orthodox or heterodox schools of economic thought.So the aim of this article is to provide an institutionalist reading of macroprudential policy, to understand it in terms of the theoretical content of institutional approaches.
