The research objective is to reveal and analyze the problems in developing the informational environment of a university. The authors applied theoretical and empirical methods, such as observation, polling, composing a Likert scale, calculation of Spearman ranking correlation coefficients, tabular and diagram techniques of data visualization, etc., which enabled to achieve the set goal. The score method based on Likert scale enabled to reveal the problem aspects of forming the informational and digital environment of a university. Also, these techniques enabled to quantitatively assess each problem, assess their significance and reveal the degree of each factor's relation to each problem of using the information and communication technologies at a university. University professors were polled about using innovative information technologies in order to both enhance the education efficiency and apply new pedagogical concepts and techniques. The poll revealed the problem aspects impeding the development of the informational environment. The research results are presented as a series of diagrams, reliably characterizing the issues which the university professors face when implementing the educational process. Besides, a number of indicators were calculated to determine the correlation coefficients, which enabled to quantitatively assess the degree of correlation between the two series of the compared quantitative indicators. The research revealed the factors impeding the development of the informational environment of a university. Awareness of these factors by the university administration and teaching staff would allow overcoming them, with a view of increasing the quality of educational services. The authors are making a substantiated conclusion that, despite certain difficulties, the informational technologies integrated into the educational process comply with the modern requirements of the society and enhance the competencies of both the students and professors participating in the educational process.
Rapid development of using information technology in higher education contributes not only into its efficiency but also may cause a variety of risks affecting implementation of some other educational process aspects. Understanding the significance of the risks and their subsequent study and assessment allows for timely adjustments in implementation of certain informational and educational technologies in the educational process. The paper focuses on the issues related to identification of the major risks while introducing and implementing educational innovations, and those related to introduction of the learning management system (LMS) in higher education institutions, their impact assessment and influence on the efficiency throughout the entire educational process. The results of the study have been summarized using risk mapping and sensitivity analysis methods. These methods allowed us to visualize the level of each risk distinguished in the study according to the degree of its influence on the educational process and probability of its occurrence. The study was based on the survey findings and students' interviews and aimed to identify whether they understand and realize the difficulties and complexities in the procedure of innovative technologies implementation by their university. The authors have developed a list of risks occurring while introducing and implementing innovations in the educational process which in their turn will reflect the peculiarities of the higher education institution using modern learning techniques. Moreover, the paper discusses the risk sensitivity study results. They are presented as an expert appraisal of risks related to their influence on the resultant as integrated assessment, i.e. the Wheel Model of risk management. In the course of the study it has been found that, despite the difficulties of innovation implementation, the innovative programs having been introduced improve the educational process and ensure appropriate quality of human capital, or workforce. Reasonable conclusions from the experience of the state-of the art innovation introduction into university teaching-learning process confirm its practical significance, its ability to encourage university students and increase their participation and independence in learning, thus contributing to development of their skills that meet the requirements of an economist position and in future will help them be successfully engaged into innovation economics. These students' skills and competencies meet the requirements of innovative processes in the economy, despite the fact that the process involves certain risks. The paper materials may be of practical value to professionals involved in the development and implementation of innovative educational technologies at universities.
The urgency of the problem studied in the paper is conditioned by the fact that stable functioning and development of economic entities, sectors of the economy, regions and the country cannot be carried out without investments. In the modern economy of the Russian Federation, whose conditions of existence can be called non-stationary, one of the problems is attracting investment resources into economic activity and overcoming the conditions for slowing and stopping the growth of the country's economy caused by external unfavorable economic circumstances. In connection with the foregoing, the policy of attracting and managing investments in the regions of the Russian Federation, with a view to ensuring conditions for overcoming the crisis phenomena and resuming the economic growth of the country and its subjects is of particular interest. The G. M. Kvon et al. 836intensification of the state investment policy is a core prerequisite for the transition of the economy to sustainable growth. However, in economic market conditions the state is not able to solve this problem to the full. Therefore, the process of activating investment policy at the regional level is becoming topical. The purpose of the paper is to study the management and implementation of investment policy in the region on the example of the Republic of Tatarstan, the analysis and assessment of the investment environment's state. The leading method to research this problem is the statistical one, which is a method of quantitative analysis of a set of homogeneous facts that determine in the aggregate the transition of quantitative changes to qualitative ones. The paper presents the results of assessing the socio-economic development of the region, analyzes the indicators that allow characterizing the investment environment's state. The paper also presents the strategic priorities of the region's investment activities, analyzes the opportunities for their implementation in conditions of non-stationary state, and makes sound conclusions about the need to activate regional investment policies. The materials of the paper are of practical value for specialists dealing with the implementation of the investment policy of the region.
The purpose of the paper is to study the regional investment strategy development based on the identified strategic priorities for its development. Methods of the problem under research include statistical and methods of system and logical analysis, comparative and retrospective methods, methods of analysis and synthesis, methods for conjugate effects accounting. The paper presents the study results of the regional investment activities strategic priorities, taking into account its investment environment functioning features. The conducted study is based on the most important strategic documents, reflecting the long-term goals of regional development. In order to justify the possibility of implementing the strategy, the conditions for implementing investment projects aimed at the regional infrastructure developing and its socio-economic development indices improving are considered. The studies were carried out on the analysis basis of the major national economic complexes investment structure in the region. The paper also presents the region's target state indicators in the context of various forecast scenarios for its development, which include inertial, basic and optimistic ones. At the same time, a basic scenario aimed at overcoming resource constraints is considered in the context of the regional economic complexes. The conclusions are made on the compliance of the regional investment activities' strategic priorities with the potential for its development. The paper materials are of practical value for specialists engaged in the development, analysis and implementation of the regional investment strategy.
The article is devoted to the study of the role of infrastructure in the sustainable development of the economy, the investment of which makes it possible to ensure the achievement of social and environmental results along with economic ones. This type of investment has great potential in solving global problems of mankind, providing a positive impact on the economies of various countries. Mobilizing investment in infrastructure that catalyzes the improvement of environmental, social and political processes in economic systems stimulates the development of industries and often must precede this. The relevance of transformative investments is growing in the face of a lack of resources of governments of various states to address the priority problems of overcoming poverty, social inequality and reducing social tensions in this regard. Despite the fact that transformative investment is a relatively new topic, which is reflected in various discussions at the global level, the implementation of this form of investment to achieve the UN sustainable development goals in order to ensure a decent standard and quality of life for the population contributes to the creation of favorable conditions for interaction between countries.
