ResumenLa aparición de las Tecnologías de la información y la comunicación (TIC) ha incidido en las funciones del sistema de educación y permitido la innovación en la transmisión de saberes nuevos. Las instituciones educativas, poseedoras y distribuidoras del conocimiento, han dejado de ser las únicas fuentes del saber y del conocimiento. Muchos saberes que eran patrimonio exclusivo de las escuelas se pueden encontrar en diversos lugares. Las TIC están ofreciendo a los estudiantes acceso a fuentes de conocimiento ilimitados, a herramientas multimedia que permiten ampliar estos conocimientos de información. Sin duda, las TIC han transformado el entorno de aprendizaje actual, pasando de uno tradicional centrado en el docente a uno centrado en el alumno, ya que el primero ha dejado de ser la principal fuente de información y el principal emisor de conocimiento para convertirse en un guía o conductor del aprendizaje, y el alumno ha pasado de ser un receptor pasivo de información a un elemento que participa activamente en su propio aprendizaje.
ResumenHoy, un tema pendiente en la agenda de los gobiernos de los países del mundo, es la conservación, distribución y consumo del agua. Que deje de ser mercancía para poder determinar el desarrollo de la sociedad, reconocerla y defenderla como derecho humano. Esto, puede resultar el paso más importante hacia el desafío de suministrar a la gente del elemento más esencial de la vida, porque el agua es la base irremplazable de toda forma de vida.Los procesos de control del agua, como es la privatización, han contemplado los derechos de propiedad del agua, su producción, distribución, recolección y depuración. El desarrollo de las políticas privatizadoras del agua en América Latina apoyadas en medidas del mercado, descartan la calidad de vida, el bienestar y el enfoque de derechos humanos.Sin duda, la declaración que la Asamblea General de las Naciones Unidas emitió el 28 de julio de 2010, a través de la Resolución 64/292, en la que reconoce oficialmente el derecho humano al agua y al saneamiento, sirvió como precedente para que los Estado reconocieran y aceptaran tener la obligación de garantizar este derecho. La crisis de la economía mundial desde la década de los años setenta hizo necesario hacer reformas estructurales a nivel global. Los países latinoamericanos, en la década de los años noventa, idearon una serie de reformas estructurales a fin de lograr un alto rendimiento en el sector laboral y frenar de esta manera los costos del despido. Se consideró que el sistema universal de protección social en la mayoría de los países de la región, que tradicionalmente habían regido la actividad laboral, no cumplía con las expectativas de desarrollo económico global pues no demostró un aumento de empleos y de inversión extranjera; sin embargo, las reformas instauradas en la región latinoamericana tampoco han cumplido con el objetivo de generar trabajo; por el contrario, sigue habiendo un evidente desempleo y una mayor desprotección social, lo que entorpece el ejercicio de otros derechos y crea un factor poderoso de discriminación laboral.
Con el objetivo de analizar las conductas psicosociales que ocasionan el bajo rendimiento escolar en las unidades académicas de psicología, derecho, sociología, economía y enfermería N° 2, se hizo un estudio en los educandos de nivel superior de la Universidad Autónoma de Guerrero (UAGro). Para ello se aplicó principalmente a educandos del sexto semestre de las cinco licenciaturas de la UAGro. un cuestionario. Los resultados permitieron descubrir que los principales factores que tienen mayor incidencia en el bajo rendimiento escolar son psicológicos y económicos, mientras que los factores que menos inciden en la problemática escolar señalada son el bullying, la falta de apoyo de la familia y de la escuela. Con base en los resultados obtenidos se sugiere a los directivos de las escuelas implicadas en el estudio, autorizar un programa que incluya una serie de acciones encaminadas a suprimir o disminuir los efectos de los factores responsables del bajo rendimiento escolar, como son la desmotivación, la indiferencia del estudiante y la economía de las familias. Dicho programa debe ser diseñado e implementado por personal especializado en estrategias de motivación y de interés para el aprendizaje.
