The past two decades have witnessed significant changes in Canadian federalism and intergovernmental relations. This article investigates how developments in federalism and public administration in the 1990s have affected intergovernmental administrative machinery and the formal and informal structures, functions, and resources of intergovernmental relations compared to findings from the 1980s. Using a survey, interviews with senior intergovernmental officials, and government documents, this paper examines the evolution of the intergovernmental administrative state as opposed to the political realm of executive federalism. The authors outline how the formal structures and functions of intergovernmental agencies and officials have evolved and argue that informal intergovernmental networks are very important in understanding and explaining the capacity of the federation to meet current and future policy and administrative challenges. Sommaire: Au cours des deux dernières décennies, d'importants changements se sont produits au sein du fédéralisme et des relations intergouvernementales au Canada. Le présent article examine comment les récents développements intervenus dans le fédéralisme et l'administration publique dans les années 1990 ont affecté les rouages administratifs intergouvernementaux et les structures officielles et non officielles, ainsi que les fonctions et ressources des relations intergouvernementales au cours de deux dernièves décennies comparativement aux résultats des années 1980. A l'aide d'un sondage, d'interviews de hauts fonctionnaires intergouvernementaux et de documents gouvernementaux, cet article étudie l'évolution de l'État administratif intergouvernemental par opposition au domaine politique du fédéralisme exécutif. Les auteurs ébauchent la façon dont les structures et les fonctions officielles des organismes et des hauts fonctionnaires intergouvernementaux ont évolué et soutiennent que les réseaux intergouvernementaux non officiels sont très importants pour comprendre et expliquer l'aptitude de la fédération à relever les défis politiques et administratifs présents et futurs.
Canadian federalism has experienced considerable pressure for change and innovation in recent years. There have been calls for more collaborative federalism and demands for public sector reforms consistent with the precepts of New Public Management. This article examines the hypothesis that these pressures might be expected to have resulted in some intergovernmental institutional innovation in the arena of federal–provincial–territorial relations. Using a conceptual distinction between federalism, intergovernmental relations, and intergovernmental management (IGM) as the basis of analyzing institutional innovation at six levels in the Canadian intergovernmental administrative state, the authors find a differentiated impact with more institutional innovation evident at the micro levels of IGM and innovation more constrained at the macro levels of the administrative state by the traditional institutional infrastructure of executive federalism.

Canadian governments have spawned hundreds of federal and provincial commissions of inquiry (COIs). Many scholars have completed in-depth analysis of particular COIs but less attention has been paid to policy impact and comparisons across COIs. This study addresses the following questions. What role do COIs play in policy change? Would policy change likely have occurred without the COI? Why do some COIs result in policy change and others do not? This analysis reports on findings from in-depth case studies of ten COIs. It uses a theoretical framework focusing on ideas, institutions, actors and relations to examine whether and how COIs lead to policy and administrative change. Sommaire : Le paysage de l'administration et de la politique publique canadienne a et e un terrain fertile pour des centaines de commissions d'enquête f ed erales et provinciales (CI). De nombreux chercheurs ont effectu e des analyses en profondeur de commissions d'enquête (CI) particulières, mais moins d'attention a et e accord ee aux r epercussions qu'elles ont sur les politiques et aux comparaisons entre les CI. Cette etude se penche sur les questions suivantes : Quel rôle jouent les CI dans les changements de politiques? Des changements d'orientation seraient-ils survenus sans les CI? Pourquoi certaines CI entraînent-elles des r esultats en matière de changements de politiques et d'autres non? Cette analyse offre des r esultats d' etudes de cas approfondies de dix CI. Elle se sert d'un cadre th eorique ax e sur les id ees, les institutions, les acteurs et les relations afin d'examiner si et comment les commissions d'enquête entraînent des changements administratifs et des changements de politiques.
