Este artigo analisou o processo de democratização da educação com foco na permanência no Ensino Médio manifesta e definida enquanto política pública na rede estadual de Manaus. O estudo configurou-se em uma abordagem qualitativa e documental com a análise da permanência a partir do estudo da política educacional nas três dimensões, a global, a nacional e a amazônica. O estudo da dimensão global converteu-se em uma matriz de análise das Declarações de Jontiem - 1990, de Dakar - 2000 e Incheon - 2015 que subsidiou o esquadrinhamento dos Planos Nacionais de Educação - 2001 e 2014 e Planos Estaduais de Educação - 2008 e 2015. Abordou-se a permanência como parte do processo de democratização da educação entendida na tríade acesso, permanência e qualidade em uma perspectiva harmônica. O estudo demonstra que a política de permanência do Ensino Médio em Manaus se manifesta e se define de forma subsumida aos critérios de qualidade que amparam a política educacional baseada nos indicadores internacionais, nacionais e locais relacionados a meritocracia e competição.
