L’article traite de la manière dont se combinent le genre et l’origine dans les politiques sociales locales destinées aux « femmes de l’immigration » en France. À partir d’observations et d’entretiens, l’analyse montre comment se constitue et se déploie chez les intervenantes et intervenants sociaux un récit républicain sur le port du voile qui tend à faire de l’abandon de la culture d’origine qu’on attribue aux usagères la condition de leur émancipation. Par-delà la diversité des logiques qu’elles mobilisent pour y faire face (l’adhésion nuancée, la différenciation, le retournement du stigmate), celles-ci se rejoignent pour donner la priorité à l’antiracisme plutôt qu’à l’antisexisme dans la constitution d’un « nous » qui favorise en retour l’affirmation d’un récit républicain qui se dit aveugle aux différences ethnicoreligieuses.This paper explores the way in which gender and origin combine in local social policies targeting “immigrant women” in France. The analysis, based on observations and conversations, reveals that social workers construct and use a republican narrative on the veil that tends to regard veil wearers’ abandonment of their culture of origin as a condition of their emancipation. Beyond the diverse range of arguments that wearers bring to bear on this narrative (qualified support, differentiation, reversal of stigma), all of them give priority to antiracism rather than antisexism in constituting a “we” that, in return, focuses on asserting a republican narrative that claims to be blind to ethnic and religious differences
This article aims to offer a better understanding of how national policy directions connect with local action by Family Allowance Funds. For this purpose, the provisions managed by the National Family Allowance Fund but designed to be adapted to local characteristics form an interesting topic for study. A survey conducted at Department scale focused on the first months during which the Promeneurs du Net program was deployed. This program was intended to encourage youth professionals to have greater presence in the ‘ digital street’. Our analysis emphasizes the diversity of the interactive spaces in which a balance between nationwide harmonization and local differences of Family Allowance Funds’ practices can be achieved.
Résumé En s’appuyant sur une enquête consacrée aux conditions d’hébergement des demandeurs d’asile, cet article vise à rendre compte des enjeux que sou lève, du côté des professionnels et des bénévoles, la prise en charge de publics qui, à plusieurs égards, leur apparaissent comme des usagers atypiques. Parmi les éléments dont font état les acteurs de l’accueil, et qui tendraient à déstabiliser la relation d’aide telle qu’ils l’abordent habituelle ment, figurent un certain nombre de caractéristiques comportementales qu’ils attribuent à des variables touchant à l’origine sociale ou culturelle des personnes accueillies. Mais plus fondamentalement, il semble que soient en cause, dans l’embarras que beaucoup ressentent face aux demandeurs d’asile, les particularités du statut de ces derniers au regard de la législation. La relation d’aide est en effet suspendue à l’issue de la procédure de demande d’asile et privée de la plupart des outils que mobilisent habituellement les intervenants sociaux lorsqu’ils visent l’insertion sociale et professionnelle de leur public. Reste alors, pour les accueillants, à assumer le poids de la contradiction entre la compassion que suscitent les récits dramatiques que livrent les personnes accueillies et la suspicion que manifestent les autorités à l’égard de demandeurs d’asile dont moins de 20 % sont reconnus comme réfugiés.
