O trabalho analisa as interpretações dadas à Lei de Responsabilidade Fiscal nos 19 anos de sua implantação. Como uma instituição que procura regular a gestão fiscal de governos por todo o País, parte significativa da coerção da Lei no nível regional e local cabe aos Tribunais de Contas de Estados e Municípios. Adotou-se o modelo teórico de mudança institucional de Mahoney e Thelen (2009), com evidências coletadas por questionário, para dar uma primeira explicação para a mudança incremental na legislação fiscal. A Lei de Responsabilidade Fiscal tem sido interpretada pelos órgãos de auditoria, de tal forma que, em alguns casos, surgem práticas de contabilidade criativa, diminuindo a contenção do gasto excessivo e gerando sobre-endividamento.
Com o descompasso existente entre o período de elaboração do orçamento, sua efetiva execução e a necessidade de ajustes na programação financeira, podem ocorrer situações que não foram previstas na elaboração da proposta orçamentária, mas que devem ser absorvidas no orçamento do exercício. Tais situações são corrigidas, segundo a legislação brasileira, por meio dos créditos adicionais. Dentre eles, vem crescendo a utilização do crédito extraordinário. Na pesquisa aqui relatada, buscou-se identificar e analisar as razões e os principais fatores que levam o Governo Federal a utilizar sistematicamente o crédito extraordinário, bem como levantar o entendimento existente quanto ao significado dos pressupostos constitucionais da imprevisibilidade e da urgência, além de avaliar a aderência dos créditos extraordinários abertos a esses pressupostos. Foram utilizadas as seguintes estratégias de pesquisa: pesquisas bibliográfica, documental e de campo, com a coleta de entrevistas não estruturadas com especialistas da área orçamentária. As análises realizadas sugerem que os créditos extraordinários abertos nos últimos 16 anos não obedecem aos pressupostos constitucionais e que há flagrante desvirtuamento do processo orçamentário em decorrência da utilização generalizada desse tipo de crédito.Palavras-chave: orçamento, créditos adicionais, crédito extraordinário, despesas imprevisíveis e urgentes.Orçamento público no Brasil: a utilização do crédito extraordinário como mecanismo de adequação da execução orçamentária brasileira
<p>Este artigo teve como objetivo principal identificar quais informações contábeis são utilizadas no processo de Tomada de Decisão por parte dos gestores das MPE’s localizadas no município de Toritama, em Pernambuco. A metodologia escolhida foi pelo critério de conveniência, por meio da aplicação de um formulário com uma amostra de 30 (trinta) empresas. Foi utilizado o <em>Microsoft</em> Excel, para a criação de gráficos, e a estatística descritiva, em seguida, com o auxílio do programa <em>SPSS for windows</em>, versão 16.0, deu-se o cruzamento de dados, para possibilitar algumas análises mais significativas e que confirmassem ou refutassem as hipóteses levantadas, usando como base os testes estatísticos de <strong>Qui-Quadrado de Pearson para Independência e o Teste Exato de Fisher</strong>, ao nível de significância de 5%. Desta forma, chegou aos seguintes resultados: 1.Existe uma relação entre o controle de caixa e o porte ou faturamento da empresa. 2. as empresas são influenciadas pelo uso de relatórios contábeis preparados manualmente. Por fim, conclui-se no que diz respeito aos controles, apesar de serem MPE’s, elas tendem a realizar controles de estoques, de contas a receber, a pagar e de vendas. No que tange à comunicação das informações, essas empresas deixam muito a desejar, as informações se processam informalmente e existe uma grande dificuldade de comunicação via e-mail e de uso da internet. O fluxo das informações fica concentrado na mão do proprietário, ocasionando problemas de comunicação e tornando visível a necessidade de um planejamento estratégico.</p>
Este trabalho descreve e analisa uma experiência pioneira de desenvolvimento de um processo de planejamento e administração estratégica no Palácio do Planalto, centro de decisões do Poder Executivo. O processo, que se iniciou em março de 1995, primeiro ano de mandato do atual presidente, prossegue até os dias de hoje, como exemplo raro de continuidade administrativa na Administração Pública Federal. Nestes quatro anos de experiência, a Secretaria-Geral da Presidência da República (SGPR) alcançou alguns resultados concretos: 98,5% de execução orçamentária (um recorde na Esplanada dos Ministérios), 91,3% das ações, metas, projetos e programas executados, redução do pessoal e estrutura administrativa em mais de 50% e uma economia estimada em mais de R$ 100 milhões durante os quatro anos. O objetivo principal deste artigo é verificar se o Modelo de Avaliação de Desempenho de Sink e Tuttle pode ser empregado no Ministério da Ciência e Tecnologia (MCT). A metodologia da pesquisa é do tipo descritiva e exploratória. O modelo de Sink e Tuttle possuem sete construtos, destes, foram escolhidas cinco, a saber: Eficácia, Eficiência, produtividade, Inovação e Qualidade. No total foram respondidos 142 (cento e quarenta e dois) questionários. O teste 2 mostra no modelo de Sink e Tuttle que o grau de instrução influencia os níveis de produtividade nas Unidade de Pesquisa e Organização Social (UPOS). As unidades (INPE, CBPF, CETEM) são as que apresentam maior nível de tecnologia. Na análise da Correlação teve-se 8 variáveis que mais se destacaram e ficou evidente que o principal construto do modelo para as UPOS foi o da eficiência. No tocante às variáveis mais importantes, as duas principais foram eficiência no trabalho e qualidade, reforçando a idéia de que as características das unidades influenciam o desempenho das unidades. É consenso entre as unidades que a força de trabalho está aquém das necessidades de cada unidade.
