<p>Terbentuknya “Indonesia Security Incident Response Team on Internet Infrastructure (ID-SIRTII)” merupakan langkah taktis dari Kementerian Komunikasi dan Informatika Republik Indonesia guna mewujudkan stabilitas informasi, perlindungan siber, dan segala bentuk ancamannya. Studi ini mendalami pentingnya ID-SIRTII dalam mencegah ancaman siber global. Hasil studi menemukan bahwa ancaman siber di Indonesia sangat kompleks, melihat variasi dari aktor, motif, dan targetnya. Kompleksitas ini dapat dijelaskan melalui empat aspek berikut, yaitu: (1) berangkat dari studi Geometripolitika, fungsionalisme siber berada dalam dua domain, yaitu “fungsionalisme siber untuk tujuan politik tingkat tinggi (geometrik militer)” berupa formulasi dan aktivasi kekuasaan Siber guna menghadapi Perang Siber Global (PSG), Perang Geometri Antarbangsa (PGA), dan kompleksitas terbentuknya Negara Maya atau Pemerintahan Siber; dan “fungsionalisme siber untuk tujuan politik tingkat normal (geometrik sipil)” berupa perlindungan aktivitas sipil di dunia maya; (2) guna mencegah kejahatan siber, implementasi kebijakan ID-SIRTII terintegrasi dengan peran strategis institusi siber nasional; (3) guna menghadapi Ancaman Siber Global, implementasi kebijakan ID-SIRTII perlu terintegrasi dengan institusi siber regional dan global; dan (4) berangkat dari “fungsionalisme siber” dan untuk menciptakan suatu strukturalisme Pertahanan dan Keamanan Siber Nasional Indonesia, sudah saatnya Indonesia membentuk Angkatan Siber sebagai pelengkap dari Angkatan Darat, Agkatan Laut, dan Angkatan Udara.</p><p><strong>Kata Kunci:</strong> pertahanan, keamanan, siber, ID-SIRTII, angkatan siber</p>
<p>Penelitian ini bertujuan untuk melihat faktor penyebab kurangnya kesadaran masyarakat Kota Tangerang–yang terfokus pada Rukun Tetangga (RT 03) dan Rukun Warga (RW 01) di Jalan Sandratex No. 106, Kelurahan Rempoa, Kecamatan Ciputat Timur, Kota Tangerang Selatan, Provinsi Banten, Indonesia–terhadap literasi digital dan etika masyarakat siber. Literasi digital tersebut terkait dampak positif dan negatif internet. Metodologi penelitian yang digunakan yaitu kualitatif. Teknik pengumpulan data melalui wawancara dan penjajakan kepada empat puluh orang warga yang terdiri dari 30 pelajar, 5 tokoh perwakilan Karang Taruna Rempoa, dan 5 orang tua pelajar. Hasil penelitian menunjukkan bahwa implementasi UU ITE berdampak positif bagi masyarakat Kota Tangerang melalui: pertama, masyarakat Kota Tangerang dapat berkontribusi sebagai agen sosial dalam pencegahan secara dini dan mengatasi radikalisme daring, hoaks, dan persekusi daring di lingkungannya melalui perbaikan mind-set pelajar dan masyarakat terkait literasi siber secara mendalam; kedua, masyarakat Kota Tangerang memperoleh pemahaman tentang kode etik dan pondasi hukum melalui sosialisasi “Peran UU ITE (UU No. 11 Tahun 2008) dan Etika Masyarakat Siber” sebagai upaya dalam mencegah terjadinya radikalisme daring, hoaks, dan persekusi daring akibat akses bebas dunia maya; ketiga, masyarakat Kota Tangerang dapat mengimplementasikan nilai-nilai kebangsaan, bela negara, dan Pancasila yang termuat dalam substansi UU ITE (UU No. 11 Tahun 2008) guna menumbuhkan perilaku positif di dunia maya; dan keempat, lahirnya kesadaran dimasyarakat Kota Tangerang tentang pentingnya hukum dan etika di ranah siber guna mengontrol perilaku positif di dunia maya dan mencegah lebih dini dampak negatif dunia maya di berbagai aspek kehidupan.</p><p><strong>Kata Kunci :</strong> UU ITE, etika, digital, siber, Pancasila, Tangerang</p>
<p>This paper aims to find out the factors behind the lack of awareness toward digital literacy and cyber ethics among the people of Tangerang City – specifically, those who live in Neighborhood (RT 03) and Community Associations (RW 01) in Sandratex Street No. 106, Rempoa Urban Village, East Ciputat Sub-district, South Tangerang City, Banten Province, Indonesia. Digital literacy is related to the positive and negative impact of the internet. This paper employs a qualitative method and collects data through an interview and survey with forty people, which is consisted of 30 students, 5 Karang Taruna Rempoa activists, and 5 students’ parents. This paper finds that the implementation of ITE Law has positively impacted the people of Tangerang through various means: <em>first</em>, the people of Tangerang City can make a contribution by becoming a social agent that can prevent and address online radicalism, hoax and online persecution in their neighborhood. This is possible because the ITE Law improves students’ and the community’s cyber literacy significantly; <em>second</em>, the people of Tangerang City can understand about ethics and legal foundation through the socialization of “The Role of ITE Law (Law No. 11 of 2008) and Cyber Ethics” as part of the efforts to prevent online radicalism, hoax and online persecution resulting from free access to the cyberspace; <em>third</em>, the people of Tangerang City can act upon the values of nationalism, national defense and Pancasila that are all contained within the ITE Law (Law No. 11 of 2008) in order to nurture positive behavior in the cyberspace; and <em>fourth</em>, the people of Tangerang City are more aware about the importance of cyber law and ethics in the cyberspace to control positive internet behavior and prevent the negative impact of the internet in all walks of life.</p><p><strong>Keywords: </strong>Cyber, Digital, Ethics, Information and Electronic Transactions<strong> (</strong>ITE) Law, Pancasila, Tangerang.<strong></strong></p>
Understanding the world order and the world phenomenon can be divided into two main of grand-paradigm, namely “international relations” which is rooted in Western traditions and “world relations” which is rooted in Eastern traditions. The Western World sees the world order through the Discipline of International Relations (IR) which focuses on the study of the interaction of Materialism States as World-States. Furthermore, the Discipline of International Relations has produced various paradigms, philosophies, and theories about organizing the world through “Western International Relations Theory (IRT)”. Meanwhile, the Eastern World in viewing the world order has not been well codified. Therefore, the Eastern World continues to introduce new ideas on the Discipline of World Relations (WR) which focuses on the study of the interaction of Geometricalism Worlds “Tata Bawana” as World-Nations. As an effort to present a balance of studies and disciplines regarding ways to view the world, this paper would like to offer a new way of understanding the world order from the Eastern World by explaining: (1) Manunggalism as a paradigm, philosophy, and theory; (2) Indonesian School (Mazhab Indonesia) as a world political thought movement in organizing and theorizing the world relations with the spirit of “gotong royong” and its variation; (3) Introducing briefly “Eastern World Relations Theory (WRT)” to understand the world order in Manunggalian era of the 21st century, and (4) Classifying World Relations System to defining the world order in past, now, and future.
The 21st Century Chinese Silk Road has shown China a strong influence in the establishment of the Asia Security Architecture during the Xi Jinping Administration. As a regional power, China’s responsibility continues to grow during the formation of “the 21st Century Silk Road” to achieve “Chinese Dreams”. By using methodology of qualitative research with techniques of interviews, the results found that China succeeded in influencing regional countries and institutions through China's foreign and security policy strategy to changes Asia from conflict into harmony (kerukunan). These changes namely the policies to Embrace Uygurs and Taiwan, Asia and Trans-Asia Multilateralism, Peace on the Korean Peninsula, Sub-regional powers as the Asia Harmony Embryo, DOC and COC Policies in the South China Sea, SAAARC and Strategic Cooperation in South Asia, SCO and Joint Security in Asia and Across Asia, as well as BRICS and Strengthening of Inter-Regional Power Economies. This discussion is focused on (1) Asia security architecture before “the 21st Century of China Silk Road”, (2) Asia security architecture during “the 21st Century of China Silk Road”, (3) evolution of foreign policy strategies and national security policy of China “Open Door Policy”during Xi Jinping, (4) power polarization and strategic partnership in Asia, (5) China as regional power in Asia, and (6) The 21st Century Chinese Silk Road and Harmonious Asia. The result, China's influence is shown in the terms, namely: (1) the establishment of “Asia Bumisutera Dunia”, (2) formation of “Asia Benua Pemersatu”, (3) strengthening “Asia Benua Multi-Equilibrium”, (4) strengthening “Asia Benua Teduh”, and (5) strengthening “Asia Benua Harmoni.” The researchers believes that to understand the Asia Security Architecture is advisable use cross-paradigm, therefore the researchers briefly introduces paradigm, philosophy, and theory of Manunggalism through the Eastern World Relations Theories (WRT) and Mazhab Indonesia (Indonesian School) with the birth of the discipline of “Ilmu Antarbangsa (World Relations)” by mainstreaming the gotong royong World Relations System to challenge the Western International Relations Theories (IRT) that tends to anarchism system.
