El propósito de este trabajo es analizar las condiciones en que se desarrolla el mercado laboral en el contexto de la globalización económica, en el cual existen graves problemas para el crecimiento del producto y la generación de los empleos que demanda la población trabajadora. Se analiza en detalle el incremento del desempleo y la necesidad de sobrevivencia que impulsan la contratación de trabajadores informales, sin las condiciones mínimas legales, y la manera en que esa informalidad se constituye en un receptor básico de la demanda de trabajo, ante un crecimiento limitado en la generación de empleos formales. Asimismo, el empleo precario se impone y se transforma en un elemento clave de la estructura actual del mercado de trabajo y un factor que deteriora los niveles de vida de los asalariados en el país.
Las pequeñas y medianas empresas generan gran parte de los empleos en los países industrializados, sin embargo, la mayoría de los gobiernos muestran una gran falta de atención a las mismas, por considerarlas actividades poco importantes o de escaso aporte a sus economías. En México apenas se está iniciando el debate entre gobernantes, políticos y grandes empresarios, sobre la función de las pymes. Entre las cuestiones principales que se discuten están: ¿cuál es la importancia real de su contribución al crecimiento económico de estos países?, ¿son un motor clave en la creación de empleo para las economías nacionales? En este contexto, la obra colectiva que ahora se presenta ayuda no solo a conocer las condiciones en que se han desempeñado las actividades (industriales) de las pymes en los últimos años, sino que refuerza el análisis de la problemática del sector manufacturero en México, así como de las políticas instrumentadas por el aparato público en ese sector, principalmente para apoyar su competitividad.
Esta obra, coordinada por Alfonso Bouzas, logró conjugar los puntos de vista de investigadores, abogados, sindicalistas, sociólogos y catedráticos, en torno a las reformas a la Ley Federal del Trabajo (LFT), las cuales son una constante desde 1970. Dichas reformas se incrementaron al negociarse la firma del Tratado de Libre Comercio de América del Norte. Al entrar en funciones, se le pidió al gobierno foxista que cumpliera sus compromisos de campaña relacionados con la democracia y libertad sindical. El secretario de Trabajo y Previsión Social respondió con el lema de la “Nueva Cultura Laboral” y con la elaboración de la propuesta de reforma conocida como Proyecto Abascal de Reforma a la Ley Federal del Trabajo. Esto motivó la formulación de un análisis crítico en la obra titulada Reforma Laboral. Análisis del Proyecto Abascal de Reforma a la Ley Federal del Trabajo, publicada en 2003, y que es el antecedente directo del texto aquí comentado.
En este libro Angelina Gutiérrez Arriola, del Instituto de Investigaciones Económicas de la Universidad Nacional Autónoma de México (UNAM), estudia, desde una perspectiva histórica, la dinámica interna de la empresa trasnacional por medio de los cambios más importantes que han sufrido las grandes corporaciones internacionales en su organización y funcionamiento, particularmente durante las últimas tres décadas del siglo anterior. En la obra, la autora da prioridad al análisis de la globalización y el neoliberalismo para destacar algunos de los mecanismos que las grandes empresas trasnacionales imponen con el fin de incrementar sus ganancias tanto en los ámbitos de la producción, la distribución y el consumo mundial como en el proceso de concentración y centralización de capital financiero, y el control de la información, del conocimiento, de la tecnología y del personal calificado.
