In general, independence marks the end of education provision oriented to tbe needs of colonial countries and tbe start of a more inclusive education system tailored to native traditions and needs. Tbis article presents a retrospective overview of the development of education in Africa since 1960, when a large number of countries attained political independence. It describes tbe existing educational systems wbicb were mainly inberited from the colonial period and discusses developments in education provision (expansion of enrolment capacities and levels of education), access, retention and completion in relation to factors sucb as teacber supply and witb attention to gender. In ligbt of tbe trends tbat emerge from tbis overview, tbe article furtber identifies tbe gaps and cballenges to be addressed in order to make universal access to a good quality education a reality. Tbe empirical contribution of tbis study is based on national data collected since tbe 1960s by UNESCO, especially its Institute for Statistics. Tbis annual series of national data allows comparability of education access/participation, completion, quality and outcomes indicators over time.
Certaines régions du Québec sont particulièrement touchées par les difficultés liées à l’attraction, au recrutement et à la rétention du personnel enseignant, notamment l’Abitibi-Témiscamingue. Plusieurs causes peuvent expliquer cette pénurie, dont une diminution de la clientèle étudiante observée partout au Québec entre 2015 et 2019 dans les programmes de formation à l’éducation préscolaire et à l’enseignement primaire et secondaire. C’est dans ce contexte qu’a émergé un projet de recherche visant notamment à déterminer les facteurs susceptibles d’attirer et de retenir les futurs enseignantes et enseignants dans les programmes de formation à l’enseignement. Pour documenter ce phénomène, nous avons mobilisé deux cadres de référence : les déterminants du choix de carrière dans la profession enseignante et les variables susceptibles d’influencer l’abandon ou la persévérance dans les études universitaires. Un questionnaire ciblant les étudiantes et étudiants du cégep et de l’université a permis de recueillir des données sur les éléments susceptibles d’influencer leur décision de s’inscrire en formation initiale; des entrevues réalisées avec différentes personnes impliquées dans la formation du futur personnel enseignant permettent de mieux comprendre les motivations des étudiantes et étudiants à choisir ce domaine d’études, mais également les difficultés qu’ils éprouvent et ce qui les incite à poursuivre leur formation.
Le nombre d’enseignants immigrants formés à l’étranger (EIFÉ) ne cesse de croître dans les milieux scolaires québécois. Malgré leur expérience d’enseignement acquise dans leurs pays d’origine, ils font figure de débutants dans le nouveau système scolaire dont ils ne connaissent pas les politiques, le fonctionnement, ni la culture professionnelle. Ainsi, leur socialisation peut comporter d’énormes défis puisqu’ils doivent à la fois s’intégrer dans leur milieu de travail dont les repères leur échappent, tout en étant appelés à coopérer et à travailler de concert avec les autres acteurs de la scène scolaire. Cet article a pour objectif de décrire et comprendre comment ces enseignants vivent les relations interpersonnelles et professionnelles lors de leurs premières années d’embauche dans le milieu scolaire québécois. Le cadre d’analyse de notre recherche s’appuie sur le concept d’insertion professionnelle, particulièrement sur le plan de la socialisation organisationnelle. Les données analysées sont issues d’une étude qualitative d’inspiration phénoménologique menée au moyen d’entrevues semi-dirigées auprès de 13 EIFÉ des régions de Montréal et de Sherbrooke. Les résultats suggèrent que les EIFÉ vivent souvent des problématiques frustrantes, marquées par un accueil froid, l’indifférence, l’isolement, la méfiance, l’absence de soutien et de collaboration ainsi que la non-reconnaissance professionnelle. Quelques-uns rapportent des expériences positives, ce qui laisse comprendre que la situation peut varier d’une école à l’autre en fonction des caractéristiques contextuelles et des qualités personnelles des EIFÉ. Ces résultats sont discutés et des pistes d’action sont proposées pour le milieu scolaire.
Depuis quelques années, le nombre d’enseignantes et d’enseignants non légalement qualifiés est en augmentation dans les écoles du Québec. Recrutées pour combler les besoins urgents dans un contexte de pénurie de personnel enseignant, ces personnes ne détiennent pas les certifications minimales requises par la loi pour enseigner. Des recherches scientifiques américaines suggèrent que le manque de formation du personnel enseignant peut avoir des impacts négatifs sur les apprentissages des élèves, et plusieurs institutions québécoises soulèvent également des inquiétudes quant aux impacts qualitatifs du recours à ce personnel non légalement qualifié. Or, il est difficile d’avoir des données fiables sur l’emploi de ce type d’enseignantes et d’enseignants au Québec. À ce jour, aucune recherche scientifique ne s’est spécifiquement intéressée à l’étude de cette catégorie de personnel enseignant en tant que groupe professionnel distinct et aux enjeux particuliers qui découlent de sa présence dans les écoles québécoises. Cet article propose un état des lieux de l’emploi d’enseignantes et d’enseignants non légalement qualifiés au Québec. Les résultats comprennent un état des politiques et des pratiques structurant l’emploi de cette catégorie de personnel, un bref portrait de ses caractéristiques socioprofessionnelles et les répercussions quantitatives de son emploi sur l’offre de personnel enseignant.
