Data trusts have been conceived as a mechanism to enable the sharing of data across entities where other formats, such as open data or commercial agreements, are not appropriate, and make data sharing both easier and more scalable. By our definition, a data trust is a legal, technical, and organizational structure for enabling the sharing of data for a variety of purposes. The concept of the “data trust” requires further disambiguation from other facilitating structures such as data collaboratives. Irrespective of the terminology used, attempting to create trust in order to facilitate data sharing, and create benefit to individuals, groups of individuals, or society at large, requires at a minimum a process-based mechanism, that is, a workflow that should have a trustworthiness-by-design approach at its core. Data protection by design should be a key component of such an approach.
This paper investigates the effect of internet-use on democratic decision-making processes within political parties. Through two case studies of the Green Party and the Pirate Party Germany, the influence of internet-use on these processes and their inclusiveness are shown. We argue that how the internet is used in democratic processes impacts on participation and inclusion.How internet technology interacts with decision making processes within parties depends on the existing party structure and culture. Thus, in order to achieve meaningful and inclusive participation, the institutional framework and the influence it has must be considered in process and tool design. Whereas the affordances of specific online tools have been evaluated, the institutional context in which they are embedded have so far been widely ignored. We offer a structure for analysis of these foundations.
Based on a case study from the Green Party Germany, we discuss the expectations and potential effects of the introduction of new online participation opportunities. These methods are often used in hopes of drawing in a wider group of participants, but existing literature on digital inequality suggests that this is unlikely to happen. Applying a mixed methods approach, we investigate how likely the expectations related to these new opportunities are to be met. We used semi-structure interviews to draw out what effects party members think online participation will have. We then conducted a survey asking members about their plans to change their behaviour. Comparing expectations to prospective behavioural changes, we find that the high hopes of both party members and leaders-to draw in those members who currently do not engage-are likely to be disappointed. Members who are better off, better educated, and already more active, will likely benefit more than those the party hopes to engage. We argue that this is linked to the prevailing digital divide, and that those who are targeted for more participation need to be more actively addressed to achieve broader participation.
