In the conditions of modern challenges, the issues of infrastructure support for the sustainable development of territories of all levels and, above all, their primary basis -municipal formations, acquire special significance. The research is based on the hypothesis of the relationship between the quality of infrastructure provision of municipalities, including their budgetary and managerial potential, and the sustainable social and economic development of the territory. Accordingly, the authors consider models of interaction between all subjects of economic and social ties of territorial formation, their innovative component and the nature of inclusion in the ensuring of sustainable development of municipalities. The recommendations on the formation of the financial security infrastructure with a view to ensure sustainable development of municipalities are also presented.
In this article, the authors consider issues of fiscal decentralization in the context of sustainable development of territories, justify the development trends of the world community in providing public goods for the population. The analysis of this issues is carried out in comparison of indicators for Russia and the countries of the Organization for Economic Cooperation and Development (OECD). This allows assessing the current level of fiscal decentralization in the world community, in Russia, and also determining its prospects. The authors presented the results of the study, which contain the dynamics of subnational budgets of Russia and OECD countries, separately identified local budgets, the dynamics of financing of proactive budgeting, the typology of the main projects of proactive budgeting, examples of municipal-private partnership projects implemented in Russia. In addition, the article sets out new approaches to the financial support of local government activities in the country, based on the introduction of self-taxation, bond loans and other forms of financing at the municipal level.
The search for additional options for financing issues of local importance and the organization of economic activity of municipalities is particularly relevant in the context of the economic crisis and budgetary constraints in Russia. According to the author, the reason for the low activity of municipal-private partnership projects is often explained by the complexity of interaction between business and municipalities. It is obvious that only cooperation and interaction at all levels can ensure the solution of a number of problems, and, as a consequence, municipal development. The tool of such inter-municipal, inter-level, within the municipality cooperation with citizens and business can be a target bond loan for the implementation of a specific project. The author substantiates this hypothesis on the example of foreign practice, as well as considering a specific example of a possible municipality with the use of a bond and possible restrictions on the use of this tool.
Research background: In the context of globalization, a steady trend towards the formation of “open” economies in the context of the international division of labor, the idea of states defending their national economic interests as the basis for their economic and political independence becomes particularly important. The basis for strengthening the economic base seems to be the formation of sustainable finances at all levels of government, especially at the municipal level, which is directly close to the needs of the population, as well as the active involvement of civil society in ensuring the independent and comprehensive development of territories. Purpose of the article: To study the transformation of municipal finances, turning them into the economic basis of “state-population” political exchange Methods: The research is based on J. Buchanan’s theory of constitutional economics about the “state-population” political exchange as a condition of social development. Findings & Value added: The research conducted by the authors allows them to conclude that due to the constitutional and legal status of the municipality, local government is the level where the real and most effective “state-population” political exchange takes place, acting as a driver of socio-economic transformations. Because of this, municipal finance becomes the economic basis for such an exchange and an indispensable condition for the harmonious sustainable development of territories, which gives special importance to the issues of their formation and evaluation of the effectiveness of public participation in the organization of their functioning.
Research background: The process of globalization increases the possibility of a more equitable distribution of income and national wealth, which contributes to the solution of social problems and ensures the development of the material base of human potential. In these conditions, the issues of budget planning of mandatory budget expenditures for the social sphere, in particular for education. With the use of simulation modeling, it is possible not only to implement budget planning more effectively, adjust current social expenditures, but also to increase the horizon of long-term budget planning, which is especially important in conditions of high financial dependence. Purpose of the article: to study the use of simulation modeling for long-term budget planning of mandatory budget expenditures in the social sphere at the subnational level. Methods: we have researched based on the application of the “Any Logic” modeling method for long-term budget planning and adjustment of current social expenditures. Findings & Value added: the study conducted by the authors allows us to conclude that the use of “any logic” for long-term financial planning in the context of globalization makes it possible for States to model social expenditures in the current and future periods. Based on official statistics, the forecast model of mandatory budget expenditures for the social sphere takes into account various factors (changes in demography, the number of recipients of social services, etc.) and provides a forecast of socio-economic development. Long-term budget planning based on simulation models allows you to adjust current social programs, which will improve the quality of life in the context of globalization.
