Cette étude vise à comprendre les leviers motivationnels qui conduisent les organisations à coopérer sur un territoire au sein d’un dispositif de mutualisation de ressources humaines, le groupement d’employeurs (GE). La revue de littérature permet d’apprécier une distinction graduelle entre motivations instrumentales et engagement co-responsable, avec, et pour le territoire. Menés auprès d’un GE opérant dans le secteur médico-social, nos travaux montrent les principaux mécanismes de coopération inter-organisationnelle en gestion des ressources humaines (GRH). Il apparaît que la coopération observée reste à un stade intermédiaire, dans lequel persiste une dichotomie entre les attentes des adhérents orientées vers la réponse à des contraintes externes (juridiques ou d’accès aux ressources) et le projet de GRH responsable porté par le GE. Les parties prenantes ne parviennent que partiellement à se saisir de leur responsabilité de co-employeurs.
